Attorney Dill emphasized that American Tower Systems <br />is addressing those concerns in a very positive manner in this <br />application. -This tower is designed to hold 12-15 other users and <br />his clients have written commitments from PrimeCo and Sprint, an <br />oral agreement with Nextel, and are negotiating with General <br />Wireless, Inc. as well as several paging, two-way and specialized <br />mobile radio ("SMR") users. <br />Attorney Dill advised that the request is for a location in a <br />rural area west of I-96 that will have low visibility, and that his <br />client's application meets all the requirements being proposed in <br />the LDR amendments. Based on that, he urged the Board to approve <br />their application. <br />Jim Eisenstein, chief operating officer of American Tower <br />Systems, addressed an issue raised at the Planning and Zoning <br />Commission meeting about why American Tower Systems cannot use the <br />AT&T Wireless tower facility located at Berry Groves. Next, he <br />explained that they want to build out the I-95 corridor looking for <br />seamless coverage so that people driving up or down I-95 never lose <br />a call. They are building towers in Martin County and all the way <br />up to the Brevard County line. They need two towers for seamless <br />coverage in Indian River County. They have one at Central <br />Assembly of God and the Fellsmere site will allow them to link up <br />to the north county area. <br />Chairman Adams asked if Sabre Communications had designed the <br />proposed tower, and Mr. Eisenstein explained that Sabre designed it <br />with American Towers Systems. He emphasized that American Tower <br />Systems is not in the cellular phone business but in the business <br />of constructing towers for other companies to use and co -location <br />is their -main objective. <br />Chairman Adams asked if the engineer that signs off on the <br />tower works for American Tower Systems, and Mr. Eisenstein said, <br />"No." He explained that the tower is being designed to handle <br />winds of incredible velocity. The equipment would fall off before <br />the tower would fall, towers are designed to fall on top of <br />themselves. <br />Chairman Adams asked if the equipment would fall within the <br />100 ft. design radius, and Mr. Eisenstein answered affirmatively. <br />The Board indicated their desire to have the engineer seal a <br />letter to that effect on behalf of American Tower Systems. <br />DECEMBER 3, 1996 25 90OX 99 PAGEI000 <br />
