BOOK 99 Pn,4009 <br />It is requested that the data herein presented be given formal <br />consideration by the Planning and Zoning Commission at its regular <br />-Weting of December 3, 1996. <br />PROPOSED DEVELOPMENT AND BACKGROUND: <br />Camp Dresser & McKee, Inc. has submitted an application for special <br />exception use and major site plan approval to construct an <br />expansion of the existing south county wastewater treatment plant. <br />The subject property is zoned RS -6, Residential Single Family (up <br />to 6 units/acre) and RM -6, Residential Multi -Family (up to 6 <br />units/acre), and is located at the northeast corner of 25th Street <br />S.W. and 6th Avenue S.W., and 100' north of the St. Lucie County <br />line (see attachment #2). Regional and sub -regional wastewater <br />treatment plants are considered a major utility use which requires <br />special exception use approval in the RS -6 zoning district. The <br />proposed expansion requires special exception use approval since it <br />will result in a facility area increase of more than 10%. <br />The applicant proposes to expand the existing .85 million gallon <br />per day (mgpd) plant to a four ( 4 ) mgpd plant. The first phase will <br />expand the facility to 2 mgpd and will include a loop road which <br />will ring all future improvements. A second phase will expand the <br />plant to 4 mgpd. <br />Pursuant to Section 971.05 of the LDRs (land development <br />regulations), the Board of County Commissioners is to consider the <br />appropriateness of the requested use based on the submitted site <br />plan and suitability of the site for that use. The Board may <br />approve, approve with conditions or deny the special exception use. <br />The County may attach any conditions and safeguards necessary to <br />mitigate impacts and to ensure compatibility of the use with the <br />surrounding area. <br />Planning and Zoning Commission Action <br />At its regular meeting of October 24, 1996, the Planning and Zoning <br />Commission voted unanimously to grant conditional major site plan <br />approval, subject to the Board of County Commissioners action on <br />the special exception use request. The Commission also voted <br />unanimously to recommend that the Board grant special exception use <br />approval with the condition presented in staff's report to the <br />Commission, and an additional condition added by the Commission <br />during its consideration of the request. <br />The additional condition was in response to input received at the <br />Commission meeting from Bob Swift developer of Indian River Club, <br />a golf course community adjacent to the treatment plant site. Mr. <br />Swift expressed concerns with tree preservation and the buffer <br />along the northeast side of the plant, where the expansion would <br />clear existing vegetation between the Indian River Club golf course <br />and the existing utility plant facilities. In response to those <br />concerns, the Commission recommended that county utilities <br />accommodate additional buffering and tree preservation to the most <br />reasonable extent possible, including a minor re -design of the <br />facility expansion. <br />ANALYSIS: <br />1.
