Phasing: The applicant is proposing to construct a variety of <br />structures in Phase I. These include: an aeration basin, <br />chlorine contact basins and clarifiers, anaerobic anoxic <br />basins, and an electrical equipment building. The addition of <br />these structures in Phase I will expand the plant's capacity <br />to two (2) million gallons per day (mgpd). Phase I will also <br />include a loop road which will ring most proposed Phase I and <br />II structures. <br />Phase II will include similar plant structures which will <br />expand the plant's capacity from 2 mgpd to 4 mgpd. <br />6. The open space <br />percentage does not reflect any credit for waterbodies on <br />site. <br />8. Traffic Circulation: The plant will continue to be accessed <br />from 6th Avenue S.W. The paved loop road will be constructed <br />in Phase I to improve internal circulation. The traffic <br />engineering division has approved the access and traffic <br />circulation pattern. <br />9. Off -Street Parking: Required: 5 spaces (existing) <br />Proposed: 5 spaces (existing) <br />Note: It is anticipated that no additional parking demand will <br />be generated by the proposed expansion. <br />10. Stormwater Management: The stormwater management plan has been <br />approved by the Public Works Department, and a Type "B" <br />stormwater permit will be obtained by the applicant prior to <br />site plan release. <br />11. Landscape Plan: The landscape plan is in conformance with <br />Chapter 926, including the buffers required by the specific <br />land use criteria for major utilities uses. <br />12. Utilities: The facility will continue to be serviced by an on- <br />site well and county wastewater services. These utility <br />provisions have been approved by the Department of Utility <br />Services and the Environmental Health Department. <br />13. Dedications and Improvements: None are required. <br />14. Environmental Issues: <br />Uplands: Since the site is greater than 5 acres, the native <br />upland set-aside requirements of section 929.05 apply. The <br />project site contains 1.41 acres of native upland habitat, and <br />the applicant is proposing to preserve .41 acres or 30%. This <br />exceeds the county's 15% preservation requirement.
