I <br />BOOK 99 F'AGE�o� <br />site plan will control the county's use of the site, depiction <br />on the site plan of the preservation area will prevent <br />development of the preservation area. <br />Wetlands: There is an existing 4.4 acre wetland on the site. <br />Of the total 4.4 acres, the applicant is proposing to fill 1.5 <br />acres with Phase I construction. To do so, the applicant is <br />required to obtain wetland resource permits from Indian River <br />County and the Florida Department of Environmental Protection <br />(FDEP). These permits will set out the required mitigation <br />for the wetland filling. Environmental planning staff have <br />verified that the proposal will meet county wetland mitigation <br />requirements. Prior to site plan release, the applicant must <br />obtain the necessary county and FDEP permits for such <br />activity. <br />15. Concurrency: No increased traffic will be generated as a <br />result- of the proposed expansion. Therefore, concurrency <br />requirements do not apply. <br />16. Specific Land Use Criteria: <br />The following criteria apply to major utility uses: <br />a. Any power generation facility shall be consistent with <br />the provisions of the Florida Electrical Power Plan <br />Citing Act, Chapter 23, Section 23.09191 F.S.; <br />Note: N/A <br />b. All below -ground voltage cables within a utility right- <br />of-way shall be made known to the public through the use <br />of signs posted therein; <br />Note: N/A <br />C. The disposal of all waste, gaseous, liquid or solid, <br />shall comply with all federal, state and local laws; <br />Note: N/A <br />d. Between all above -ground facilities, (except distribution <br />and collection facilities) and adjacent properties having <br />a residential land use designation, a Type "A" buffer <br />(reduce to "B" buffer where abutting a local roadway, <br />reduce to "C" buffer where abutting a Thoroughfare Plan <br />roadway) (with six-foot opaque screening) as specified in <br />Chapter 926, Landscaping; <br />Note: A Type "A" buffer (the county's densest buffer <br />type) will be provided along the north, south, and east <br />property lines where new construction is proposed. The <br />width of the buffer will vary from 30' to 60' as shown on <br />attachment #3. The 30' width is the minimum dimension <br />for a Type "A" buffer. The Utilities Department has <br />exceeded the 30' width for the majority of the perimeter <br />buffer area. Along the west property line a substantial <br />buffer of existing vegetation will be left intact. There <br />will be no new construction on the west half of the <br />site. New landscaping material will be installed and, <br />together with existing vegetation, will --meet the Type A <br />buffer requirements. <br />At the October 24th Planning and Zoning Commission <br />meeting, the project engineer hired by Utility Services <br />was present.
