shifting the proposed plant to the Utilities Department. <br />Planning staff has also relayed the Commission's <br />recommendation to Utility Services staff. <br />Since the October 24th meeting, Utility Department staff <br />have confirmed what the project engineer stated at the <br />Commission meeting, namely that moving the expanded plant <br />more than 5' to the west (away from the Indian River Club <br />golf course) is not feasible. Shifting the plant more <br />than 5' would require a significant cost to relocate <br />substantial, influent piping that "feeds" the plant raw <br />sewage. Shifting the plant to the south (away from the <br />golf course) is precluded by the presence of wetlands and <br />wetland mitigation areas. <br />Utility Department staff are scheduled to meet with Mr. <br />Swift on November 26, 1996. The result of that meeting <br />will be reported to the Board at the December 3, 1996 <br />Board meeting. <br />e. In all zoning districts except the industrial districts, <br />all equipment, machinery, and facilities which cannot, by <br />their size or nature, be located within an enclosed <br />building shall be separated from adjacent properties <br />having a residential land use designation by a Type "D" <br />buffer -(with six-foot opaque screening) as specified in <br />Chapter 926, Landscaping; <br />Note: N/A <br />f. Driveways located in close proximity to adjacent <br />properties having a residential land use designation <br />shall provide a six-foot opaque screening between the <br />driveway and adjacent property. An eight -foot opaque <br />screen may be required if deemed necessary to mitigate <br />noise and visual impacts. <br />Note: N/A <br />Staff has verified that all of the applicable specific land <br />use criteria are met by this application. <br />17. Surrounding Land Use and Zoning: <br />North: Golf course (Indian River Club)/RM-6 <br />South: Vacant/RS-6 <br />East: Vacant, golf course (Indian River Club)/RS-6, RM -6 <br />West: Single family residential/RS-6 <br />RECOMMENDATION: <br />Based on the analysis performed, staff recommends that the Board of <br />County Commissioners grant special exception use approval, with the <br />following condition: <br />1.
