BOOK 99 ml,4013 <br />Planning Director Stan Boling presented staff's recommendation <br />for approval subject to one condition. Using the ELMO projection <br />system, he showed an aerial view of the site for the proposed <br />expansion and neighboring Vero Beach Highlands and Indian River <br />Club golf course. Director Boling advised that the Planning & <br />Zoning Commission requested that consideration be given to <br />additional buffering and shifting the proposed plant approximately <br />5 feet to the west, away from the Indian River Club golf course. <br />He directed the Board's attention to the following memo received <br />from Eric Grotke of CDM: <br />CDMCamp Dresser & McKee Inc. <br />FAX MEMORANDUM <br />To: Robert O. Grotke <br />Date: November 27,1996 <br />Subject: South County WWTP Expansion <br />Meeting with Indian River Club <br />A meeting was held in the Utilities Department conference room on November 26,1996 <br />regarding the above referenced project. The following people were in attendance: <br />Robert Wisemen, IRC UD <br />John McCoy, IRC P&Z <br />Bob Swift, Indian River Club <br />Bob Ellis, Indian River Club <br />Eric Grotke, CDM <br />Mr. Swift expressed concerns regarding the plant expansion due to the proximity of <br />planned homes along the golf course. The area of most concern is the northeastern <br />portion of the County's property. <br />The following modifications were discussed and approved by the County and the <br />Indian River Club: <br />1. Use wax myrtle instead of dahoon holly in the designated buffer zone. <br />2. Oak trees proposed for the buffer zone in the northeast corner should be <br />a minimal of ten (10) feet as required by the County ordinance. <br />3. The County will let the Indian River Club relocate existing trees to their <br />property which must be removed due to construction. <br />Mr. Swift still is concerned with the proposed buffer and the removal of the existing <br />screening brush in the northeast portion of the property. Mr. Swift has requested that a <br />six to eight feet high berm be placed around the property to aid in buffering the site. <br />37 <br />DECEMBER 3, 1996 <br />
