Commissioner Eggert inquired about the 6-8 ft. high berm, and <br />Director Boling believed that Mr. Swift was in favor of doing the <br />berm because of the grade levels. <br />Commissioner Tippin stressed that every possible effort should <br />be made to preserve the oak hammock shown at the top of the aerial. <br />Commissioner Eggert asked if any of those trees have to be <br />taken down, and Director Boling explained that, unfortunately, it <br />was necessary due to the pattern of the driveway. <br />Commissioner Eggert felt that a little imagination could have <br />been used early on to construct the plant around those oak trees. <br />Commissioner Ginn wished to hear the technical reasons why the <br />engineering could not be done in such a way as to save those trees. <br />Utilities Director Terry Pinto stated that they certainly want <br />to keep as much vegetation as possible around the wastewater <br />treatment plant. <br />Eric Grotke of CDM explained that the planning the Board is <br />referring to was considered before they ran the plans by the <br />Department of Environmental Protection (DEP). Primarily, the <br />percolation ponds had to interconnect and be used during <br />construction. The existing pipe lines restrict the plant being <br />moved more than 2 or 3 feet. It would be quite costly to move the <br />pipe lines around during construction. <br />Chairman Adams felt we may put a higher value on those trees <br />than it would cost to change the construction plans. <br />Commissioner Ginn asked if the percolation pond to the west <br />could be eliminated, and Mr. Grotke believed that the DEP might <br />give us some latitude to use one of those ponds. <br />After lengthy discussion about redesigning the expansion so as <br />to preserve the oak hammock, the Board indicated their desire to <br />table this item for 2 weeks. Commissioner Tippin offered to work <br />with staff and the engineer on design, and asked for a tree <br />relocation map. <br />ON MOTION by Commissioner Macht, SECONDED by <br />Commissioner Eggert, the Board unanimously tabled <br />this item for two weeks, until December 17, 1996 at <br />9:00 a.m., and directed staff to revisit the design <br />with the objective of saving the oak hammock. <br />DECEMBER 3, 1996 ROOK 99 <br />38 FA�E�p�.4 <br />� <br />
