Chairman Adams asked why we didn't do this on a bid, and <br />Capital Projects Engineer Bill McCain explained that previously <br />this work has been handled on a tank by tank basis. We brought <br />consultants on board to generate specifications for the work and <br />went out to bid for the specification renovations on each tank. We <br />found that process to be very cumbersome and costly. We have done <br />a lot of research within the state and country and looked at <br />various companies that offer continuing maintenance programs <br />whereby they take full responsibility, i.e. needed engineering <br />services, painting, maintenance, etc. The selection of the 3 firms <br />was handled very much like the Consultants Competitive Negotiations <br />Act (CCNA) process, and now we are looking for authorization to sit <br />down and negotiate a contract. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Tippin, the Board unanimously <br />authorized staff to proceed with the negotiations <br />for a contract with the three firms listed in the <br />above memo, as recommended by staff. <br />LEGISLATIVE DELEGATION ITEMS <br />Attorney Vitunac asked the Commissioners for their list of <br />items they wish to take before the Legislative Delegation. <br />1) Chairman Adams wanted to repeat our request for the clams and <br />shellfish 75 -ft. limit on private property and this time keep <br />a better track on the legislation in Tallahassee. She <br />believed we could use the special law we introduced last year. <br />2) Commissioner Tippin recommended we support FAC's Top 6 in 1997 <br />which includes the Economic Development Tax Exemption Reform <br />.and the Tax Equity Partial Year Assessment.
