McCoy, AICP!a a <br />Senior Planner, Current Development <br />December 10, 1996 <br />SUBJECT: GHA, Harbor Pointe's Request for Final PD Plat Approval <br />for Harbor Pointe at Grand Harbor (Plat 18) <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of December 17, 1996. <br />DESCRIPTION AND CONDITIONS: <br />Harbor Pointe at Grand Harbor (Plat 18) is a plat of an 8.20 acre <br />parcel located on the east side of the Grand Harbor marina, between <br />the marina and the Indian River. The plat will create lots for 16 <br />duplex units and 21 single family lots. <br />On July 13, 1995, the Planning and Zoning Commission granted <br />preliminary PD plat approval for Harbor Pointe at Grand Harbor. <br />The developer is now requesting final plat approval for Harbor <br />Pointe at -Grand Harbor and has submitted the following: <br />1. A final PD plat in conformance with the approved preliminary <br />PD plat and approved PD conceptual plan for the harbor area. <br />2. A certificate of completion for required improvements. <br />ANALYSIS: <br />All required improvements for the subdivision have been completed, <br />and inspected, and a certificate of completion has been issued. <br />Since all required improvements are complete and will be privately <br />dedicated, no contract for construction or warranty and maintenance <br />agreement is necessary as part of the platting process. The <br />developer has complied with all of the requirements necessary to <br />obtain final plat approval. It should be noted that utility <br />facilities which will be dedicated to Indian River County will be <br />warranted and secured separately, as normally required by the <br />Utility Services Department. Thus, all requirements for final PD <br />plat approval for Harbor Pointe at Grand Harbor have been <br />satisfied. <br />RECOMMENDATION: <br />Based on the above referenced analysis, staff recommends that the <br />Board of County Commissioners grant final PD plat approval for <br />Harbor Pointe at Grand Harbor (Plat 18). <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Ginn, the Board unanimously approved <br />the final PD plat for Harbor Pointe at Grand Harbor <br />(Plat 18), as recommended by staff. <br />DECEMBER 17, 1996 <br />12 <br />
