DESCRIPTION AND CONDITIONS: <br />Stonebridge North is a proposed 46.69 acre single family <br />residential planned development. The proposed PD will establish <br />108 platted lots, common recreational areas, centralized stormwater <br />management system, and internal roadways within the boundaries of <br />the proposed preliminary plat for Stonebridge North. The subject <br />site is located on the north side of 4th Street in the 5300 block. <br />The property is zoned RS -3, Residential Single Family (up to 3 <br />units per acre) and is to be developed at a density of 2.19 units <br />per acre. <br />The applicant proposes to target a specific housing market within <br />the density restriction for RS -3 zoning. In order to achieve the <br />design flexibility considered necessary, the applicant has chosen <br />to request lot size and sideyard building setback waivers through <br />the PD special exception use process. The purpose and intent of <br />the planned development (PD) special exception use approval process <br />is to allow development design flexibility while also promoting an <br />overall benefit for the county as a whole. <br />Staff has considered the compatibility of the proposed project on <br />surrounding properties, in terms of both existing and potential <br />uses. In order to enhance the project's compatibility and benefit <br />to the community, the applicant will provide perimeter landscape <br />buffering, larger perimeter lots, and provide for pedestrian <br />connections to yet -to -be -developed residentially designated <br />properties to the east and west. <br />The subject site, which is approximately 1,230' R 1,6601, is <br />comprised of two parcels of land previously utilized as a citrus <br />grove. Development of the site will create 108 lots, a wet <br />stormwater management tract, and on-site roadways. Approval of <br />this preliminary PD plan/plat permits construction of Stonebridge <br />North in two phases, 52 lots in Phase 1 and 56 lots in Phase 2. <br />Subject to the issuance of the land development permit, the <br />applicant has the ability to construct all infrastructure <br />improvements during Phase 1. Final platting will occur phase by <br />phase. <br />•Planning and Zoning Commission Recommendation and Board of County <br />Commissioners Consideration <br />At its regular meeting of November 21, 1996, the Planning and <br />Zoning Commission voted 5-0 to recommend that the Board of County <br />Commissioners grant special exception use approval subject to the <br />conditions stated in the recommendations section of this report <br />(see attachment #4). The Board is now to approve, approve with <br />conditions, or deny the special exception use request. In making <br />its decision, the Board must determine if the request is <br />appropriate for the subject property and surrounding areas. The <br />Board may then grant approval and attach any condition(s) and <br />safeguard(s) deemed appropriate to mitigate impacts and to ensure <br />compatibility of the use with surrounding areas. <br />The Planning and Zoning Commission granted preliminary plan/plat <br />approval subject to the Board granting the associated special <br />exception use request. Therefore, if the Board grants special <br />exception use approval, the preliminary plan/plat approval will be <br />in effect, and subject to the conditions approved by the Board. <br />ANALYSIS: <br />•Preliminary Plan/Plat: <br />I.
