Keating, AICP,� <br />Community Develop m nt EU&ector <br />4 r. <br />FROM: Stan Boling, AICP <br />Planning Director <br />DATE: December 10, 1996 <br />SUBJECT: Second Hearing for LDR Amendments Not Related to <br />Communications Towers <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of December 17, 1996. <br />BACKGROUND: <br />At its special hearing of December 4, 1996, the Board of County <br />Commissioners reviewed and considered a draft ordinance covering <br />the following topics: <br />1. Modifications to extend land development permit and <br />preliminary plat approval timeframes. <br />2. Restatement of special setbacks for utility sheds. <br />3. Minor revisions/update of handicap parking requirements. <br />4. Clarification of concurrency criterion for accessory dwelling <br />units-.- <br />5. <br />nits.5. Referencing "fueling position" rather than "pump" regarding <br />the traffic impact fee category for gasoline sales. <br />6. Allowing car washes in the CL (Limited Commercial) zoning <br />district as a permitted use. <br />7. Codification of the adopted Wabasso Corridor Plan development <br />requirements. <br />At that hearing, after discussion, the Board found the draft <br />ordinance to be acceptable and announced its intention to take <br />final action on the proposed ordinance at its December 17, 1996 <br />meeting. The Board now needs to take final action. <br />ANALYSIS: <br />As stated by staff at the December 4th hearing, each graphic <br />(figure) associated with the Wabasso Corridor Plan codification has <br />been labeled for convenience and easy reference. Staff has <br />prepared the ordinance in final form, and it is ready for adoption. <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners adopt the <br />attached ordinance amending the county LDRs (land development <br />regulations). <br />Planning Director Stan Boling advised that no changes were <br />made subsequent to the special hearing of December 4, 1996 and the <br />ordinance is now in final form. — <br />DECEMBER 17, 1996 56 <br />
