-The PDA allows the driving range (Phase I) to be <br />constructed prior to the golf course, but requires the <br />golf course to be constructed within 18 months of DRI <br />approval. If not constructed within the 18 month <br />timeframe, the driving range must be rezoned to a stand <br />alone commercial driving range, or the driving range must <br />be converted to open space (green area) use. However, <br />the Planning and Zoning Commission and staff are <br />recommending that the 18 month timeframe be tied to the <br />date of PDA approval rather than some future date of DRI <br />approval. Thus, an 18 month timeframe condition tied to <br />the PDA approval date is recommended at the end of this <br />report. <br />6. Impervious Area: <br />Phase I: 13.37 acres <br />Phase II: 1.42 acres <br />Total: 14.79 acres <br />7. Traffic Circulation: <br />On Site: The site will be accessed through the existing <br />Horizon Outlet Center by an extension of the Center's main <br />driving aisle. The driving aisle extension will involve <br />modifications to an existing on-site traffic circle, and will <br />provide access to the Phase I parking lot area, club, and <br />driving range. Access and the circulation design haye been <br />approved by the traffic engineering division. <br />Access to Property South of Golf Course: Recently, owners of <br />residential property located south of the proposed golf course <br />(zoned residential) approached the county about access to SR <br />60 through the Horizon Outlet Center site (zoned commercial). <br />While staff believes it may be beneficial for the residential <br />property south of the mall/golf course to have access to SR <br />60, the county has had a general policy against mixing <br />commercial and residential traffic. In the subject areas, the <br />properties south of the proposed golf course should be <br />accessed primarily from 98th Avenue via 8th Street and 12th <br />Street rights-of-way. The County Surveyor and the engineering <br />firm for the Indian River Farms Water Control District have <br />confirmed that there is canal and road right-of-way for 8th <br />Street and 12th Street between I-95 and 98th Avenue. Once <br />improved, such rights-of-way can be used for access. <br />In staff's opinion, providing access through the proposed golf <br />course for properties to the south would adversely affect <br />environmentally sensitive lands on the golf course site and <br />would result in an inconvenient, lengthy and circuitous route <br />through the golf course and the Horizon Center to SR 60. <br />Therefore, staff does not support providing access to SR 60 <br />through the proposed golf course for properties south of the <br />golf course. <br />A representative of the developer has verbally committed to <br />providing access to SR 60 for properties to the south of the <br />new SR 60 access driveway to be constructed with the DRI. <br />That portion of the overall DRI site is north and west of the <br />proposed golf course. The developer's commitment would <br />facilitate SR 60 access as far south as the 12th Street and <br />8th Street properties referenced above,only if access were to <br />be extended across other intervening parcels (see attachment <br />#6). Thus, access to SR 60 would be contingent upon how the <br />property to the north and west of these properties develops. <br />The property south of the proposed golf course will be able to <br />access 98th Avenue from 12th Street and 8th Street, which <br />staff believes should be the primary access for these <br />properties. It is staff's opinion that potential access to SR <br />60 for parcels to the south will best be addressed in the DRI <br />process. The Planning and Zoning Commission also concluded <br />that potential SR 60 secondary access for the properties south <br />DECEMBER 17, 1996 85 ;f��; <br />
