Off -Street Parking: Phase I: Required: 58 spaces <br />Provided: 198 spaces (Phase I) <br />Phase II: Required: 27 spaces <br />Provided: 198 spaces (Phase I) <br />Total: Required: 85 spaces <br />Provided: 198 spaces <br />Note: All parking will be constructed with Phase I. <br />10. Stormwater Management: The stormwater management plan has <br />been approved by the public works department, and a Type "A" <br />stormwater permit must be obtained by the applicant. <br />A portion of the Phase I area of development is covered by an <br />undeveloped Indian River Farms Water Control District canal <br />right-of-way. This right-of-way is not a part of the 12th <br />Street and 8th Street right-of-way referenced in item #8 of <br />this analysis. The applicant has indicated that the Farms <br />formally abandoned this right-of-way in October; however, the <br />applicant has not yet provided staff any documentation of the <br />abandonment. The applicant will need to furnish documentation <br />of the abandonment prior to site plan release. <br />11. Landscape Plan: The landscape plan is in conformance with <br />Chapter 926. <br />12. Utilities: The facility will be serviced by county water and <br />wastewater services. These utility provisions have been <br />approved by the Department of Utility Services and the <br />Environmental Health Department. <br />13. Dedications and Improvements: None are required. <br />14. Concurrency: No concurrency is required for Phase I, since it <br />is accessory to the golf course. The developer has obtained <br />conditional concurrency for the golf course, which is <br />sufficient for conceptual plan and special exception approval. <br />15. Environmental Issues: <br />sUplands: Since the site is over 5 acres and contains native <br />upland habitat, the native upland set-aside requirement of <br />section 929.05 applies. Approximately 31.52 acres of the <br />Phase I project site consist of native upland habitat. <br />Accordingly, a set-aside of 15%, or 4.72 acres, is required to <br />comply with the criteria of section 929.05. The applicant <br />will be preserving 6.98 acres in a conservation easement <br />located between the Phase I site and I-95, and this will <br />satisfy the set-aside requirement for Phase I. The <br />conservation easement document will need to be approved by the <br />county attorney's office and recorded prior to release of the <br />approved site plan. The set-aside requirement for Phase II <br />will be determined during review of the site plan for Phase <br />II. <br />SWetlands: While there are no wetlands in the 39.53 acres <br />comprising Phase I, 21.96 acres of the 71.01 acres in Phase II <br />are wetlands. Based on the golf course conceptual plan, there <br />will be no impact on these wetland areas. Therefore, no <br />mitigation is required. <br />16. Specific Land Use Criteria: <br />1.
