McCoy, AICP `JVJti%\ <br />Senior Planner, Current Development <br />DATE: December 11, 1996 <br />SUBJECT: Continuation of the Department of Utility Services <br />Request for Special Exception Use Approval to Expand the <br />South County Wastewater Treatment Plant <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of December 17, 1996. <br />DESCRIPTION AND CONDITIONS: <br />At its December 3, 1996, meeting the Board of County Commissioners <br />tabled the above referenced matter to its December 17, 1996 <br />meeting. The Board also directed the applicant, Utility Services, <br />to explore alternative designs that would result in partial or <br />complete preservation of the oak hammock located in the northeast <br />corner of the site. The site is located in Vero Beach Highlands at <br />the northeast corner of 6th Avenue S.W. and 25th Street S.W. At <br />its December 17th meeting, the Board is to consicger updated <br />information on alternative designs and costs, continue the special <br />exception use request public hearing, and take final action on the <br />request. <br />ANALYSIS: <br />Since the December 3rd Board meeting, planning staff, utility <br />services staff, and the project engineering consultant met to <br />revisit and formulate various alternative design solutions which <br />could conceptually meet county, state, and federal development <br />regulations and preserve all or a portion of the oak hammock on the <br />site. Utility Services and its consultant then estimated <br />additional development costs, over and above the December 3rd <br />proposed plan, for each alternative design. <br />Utilities Services has identified 7 options, two of which involve <br />using the December 3rd plan design and relocating oak trees to the <br />Indian River Club site. The other 5 options involve varying <br />degrees of treatment plant and site plan redesign to preserve all <br />or portions of the oak hammock. The redesigns vary in scope from <br />the relocation of several structures to changing the function of <br />the site and constructing a new plant at a new location. The <br />corresponding costs for various alternatives range from zero <br />additional dollars to over $3,000,000 (see attachment #1). <br />Planning staff has reviewed attachment #1,and it is planning <br />staff's opinion that all of the alternative designs could meet the <br />LDRs. At least one of the designs would require special <br />cooperation of the Indian River Club to find compensatory cut for <br />fill within the flood zone on the treatment plant site. The cut <br />area would need to be guaranteed through some type of acceptable <br />legal document executed by Indian River Club and the County. <br />DECEMBER 17, 1996 <br />90 <br />C7 <br />
