Attached is draft information from the applicant regarding various <br />design alternatives and estimated, associated costs (see attachment <br />#1). Between the date of this report and the December 17th Board <br />meeting, utility services staff is scheduled to meet at the project <br />site with planning staff, Commissioner Tippin, and Indian River <br />Club developer Bob Swift, to evaluate the alternative designs in <br />relation to actual field conditions. At the December 17th Board <br />meeting, utility services staff and its consultant will present <br />updated, alternative designs and associated additional costs. <br />Based upon planning staff's original report and recommendation (see <br />attachment #2), information presented by the applicant at the <br />December 17th meeting, and other public hearing discussion, the <br />Board will have sufficient information to direct the applicant to <br />make any necessary site plan changes in accordance with the desired <br />design alternative, and to act on the requested special exception <br />use approval. <br />RECOMMENDATION: <br />Planning staff recommends that the Board of County Commissioners: <br />1. Choose one of the design alternatives presented and require <br />the applicant to make any necessary site plan revisions prior <br />to site plan release and on-site clearing. <br />2. Grant special exception use approval, with the following <br />condition: <br />a. Prior to site plan release for Phase I construction, the <br />applicant shall obtain a county wetland resource -permit <br />and an FDEP permit for the wetland filling proposed in <br />Phase I. <br />INDIAN RIVER COUNTY <br />South County WWPP Expansion <br />Project Design and Alternatives <br />Project Design <br />- Indian River Club relocates desired trees.
