To see details of construction design changes, please reference the <br />revised Developer's Agreement Exhibit B, pages 1 through 4. The <br />original exhibits are attached for comparison. The greatest <br />impacts are found in the actual construction cost of the 10" and 6" <br />force mains. The costs noted as regional will be recovered as the <br />properties utilizing these facilities pay their share of the <br />expenses associated with the construction. <br />In analyzing the impact of the cost increase associated with the <br />10" master -planned force main, it is necessary to review the cost <br />projected for this line in the Master Plan. The 10" force main <br />construction on Kings Highway is a portion of Project No. 5 shown <br />on the attached Master Plan, Exhibit ES -17. <br />The cost estimate for Project No. 5, is $2,450,000.00 ±, with a sum <br />of between $500,000.00 and $1,000,000.00 ± associated with the <br />portion of the project being constructed under this Developer's <br />Agreement, i.e., the 10" force main. <br />Even with the substantial cost increase in the 10" force main we <br />are still well below the cost estimate in the Master Plan. <br />Therefore, we are not effecting any capital cost budgeting issues. <br />The 6" and 10" force mains could be constructed under less <br />expensive conditions, however, due to planned roadway expansions <br />the majority of the lines would require future relocation at a cost <br />of five to ten times the increase now being requested. We are now <br />before the Board of County Commissioners to request approval to <br />modify the existing Developer's Agreement based on the attached <br />revised Developer's Agreement exhibits. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve the proposed revisions to the <br />Stonebridge Developer's Agreement as presented. <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Macht, the Board unanimously approved <br />the revisions to the Stonebridge Developer's <br />Agreement with Westmark Associates Development <br />Company, L.C., as recommended by staff. <br />AGREEMENT WILL BE ON FILE IN THE OFFICE <br />OF THE CLERK TO THE BOARD <br />WHEN EXECUTED AND RECEIVED <br />BOOK i Uj PAGE , -')J <br />JANUARY 14, 1997 38 - <br />
