H. Transfer of Property from Federal Government to IRC to IRC Habitat <br />for Humanity <br />1997: <br />The Board reviewed Memoranda of April 26, 1996 and January 7, <br />TO: Board of County Commissioners <br />FROM: Terrence P. O'Brien - Assistant County Attorney 10 <br />DATE: April 26, 1996 <br />SUBJECT: TRANSFER OF PROPERTY FROM FEDERAL GOVERNMENT <br />TO INDIAN RIVER COUNTY <br />The Federal Government has acquired title to several lots in the Gifford <br />area as a result of drug seizure/forfeiture proceedings. There exists a <br />federal program called "The Weed and Seed Initiative" which is designed <br />to reclaim and rejuvenate neighborhood communities impacted by drug <br />trafficking and other violent criminal activity. In furtherance of this <br />effort, the United States transfers property forfeited from criminals and <br />drug dealers through state and local law enforcement agencies to local <br />public agencies and private non-profit organizations. <br />The following parcels in Indian River County were forfeited to the <br />Federal Government because they were used to facilitate the sale of <br />drugs. <br />a. <br />4425 <br />34th <br />Court <br />b. <br />3395 <br />44th <br />Place <br />C. <br />vacant land 34th Court <br />d. <br />4546 <br />49th <br />Avenue <br />e. <br />2610 <br />42nd <br />Street <br />f. <br />38th <br />Lane <br />and 18th Avenue <br />The Indian River County Habitat for Humanity, Inc. has expressed an <br />Interest in acquiring these sites for new Habitat homes. The Federal <br />Government because of the way the law is written must transfer the <br />property through the local government. Accordingly, staff has made <br />preliminary arrangements with the United States Attorney for the <br />Southern District of Florida and the United States Marshall to have the <br />property conveyed to Indian River County and then reconveyed to the <br />Habitat for Humanity. <br />If the Board' is willing to participate in this transfer, it is recommended <br />that the Chairman be authorized to execute all documents necessary to <br />accomplish the transfer of the above listed properties from the <br />Federal Government to IRC to Habitat. <br />17`� <br />BOOK iU J F,1GE tiP e3 <br />January 21, 1997 <br />
