Office in Huntsville. They will all be available at the meeting to <br />be held this evening. (Bethel Creek House) <br />Mr. Bridgers recounted that in 1986, the Super Fund Amendments <br />and Reauthorization Act created the Defense Environmental <br />Restoration Fund (DERF). The program had two components. The <br />installation/restoration portion dealt with active military <br />installations and gave certain authorities to the base commanders <br />for clean up of properties on his compound. The formerly used <br />defense sites portion of the program was assigned to the ACOE for <br />responsibility. Under the program, the ACOE would be responsible <br />to inventory all properties that were formerly used by the <br />Department of Defense (DOD) and no longer under their jurisdiction. <br />The next phase would be to conduct a preliminary assessment of each <br />site to make a determination if there are hazards on the properties <br />and prepare an inventory project report. This report would include <br />information concerning the findings and determination of <br />eligibility on the parcel for remediation. The report would then <br />go through the chain of command for approvals and then to be <br />approved at the Washington level. <br />Mr. Bridgers recalled that preliminary assessment for the Ft. <br />Pierce project was begun in the 1990's by the Jacksonville ALOE. <br />The report was prepared in 1991 and the project was approved <br />sometime in 1991-1992. Since ordnance and explosive items were <br />known to have been used in the area, Huntsville Engineering <br />commissioned the St. Louis District of the ACOE to conduct an <br />archive search at the local and national levels. They also came to <br />the area and their findings were published in 1994, by the St. <br />Louis District ACOE, in "U.S. Naval Amphibious Training Base - Ft. <br />Pierce". The report was made available to Indian River and St. <br />Lucie Counties since the project covered a two -county area as well <br />as a small portion of Martin County. Pierce Naval Amphibious Training Base which have been placed on <br />file with back u records in <br />p the office of the Clerk to the Board.) <br />Mr. Bridgers related that using the information in the report, <br />the Huntsville Division then began the investigation of what they <br />called an "environmental engineering evaluation and cost analysis" <br />of the area. The development of the analysis required a more <br />detailed site characterization. ESE, Inc. of Gainesville was under <br />contract to Huntsville. They began the process of developing <br />plans, and actually came to the area in March 1995 and began the <br />site investigations.
