M M <br />the work as they wanted to make sure the residents and media knew <br />why they were here and what they were doing. That process <br />culminated in the draft Engineering Cost Analysis document, in late <br />1995. <br />Mr. Bridgers specified that public meetings were held on <br />February 26 and 27, 1996, and public input was solicited from both <br />counties. The public was advised what was found, what they knew, <br />what they did not know, and their recommendations were discussed. <br />At that time, the alternative deemed to be most prudent was <br />basically local community awareness. Increased community awareness <br />is still being proposed in the form of informational brochures to <br />be made available to county offices, such as the building permit <br />department, so that if a landowner comes in for a permit he would <br />be advised that the area was used in the 19401's for military <br />training, that ordnance was used, and that if they find anything <br />that looked like ordnance, they should not touch it and call 9-1-1 <br />immediately. In addition, they proposed that public information <br />signs, perhaps like an historical monument or marker, be placed. <br />They will be coordinating with the County for the wording on the <br />signs. Then the signs will be fabricated and made available to the <br />County for placement or the ALOE could take that responsibility. <br />They will work with Mr. Wright's office to determine that. <br />Chairman Eggert asked the status of the signs, and Mr. <br />Bridgers advised they were working through contractual matters to <br />get the signs prepared and printed. <br />Mr. Bridgers added that the signs would also be made available <br />to dive shops in the area so recreational divers would also be <br />informed. <br />Mr. Bridgers reported that in addition to the ordnance items, <br />that the ACOE has been promising for years to come back and take <br />care of the horned scullies and in 1996 they were authorized <br />funding for that project. Plans and specifications for the job <br />were developed and in late September a contract was awarded to Cas <br />Colosimo of Pittsburgh, PA. The original delivery order was for <br />the removal of 110 horned scullies and his original contract at <br />that time was for $225,000. Now, additional horned scullies are to <br />be removed and they will be working to issue another delivery order <br />using FY 1997 funds. As a result of the area and the available <br />information, they were advised by the Huntsville Ordnance Center <br />that they really needed to have some on- site explosive expertise <br />to advise and to assist the contractor to make sure he did not get <br />into something that would be potentially dangerous.
