McCoy, AICPd0 A <br />Senior Planner, Current Development <br />January 22, 1997 <br />SUBJECT: National Housing Corporation Request for Conceptual Plan <br />and Special Exception Planned Development Approval to <br />Construct a Elderly Affordable Multi -Family Development <br />to be Known as River Park Place <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of January 28, 1997. <br />DESCRIPTION & CONDITIONS: <br />Carter & Associates, Inc. has submitted an application for <br />conceptual plan and special exception planned development approval <br />on behalf of National Housing Corporation Inc. to construct a two <br />phase, 304 unit elderly, affordable, multi -family apartment complex <br />to be known as River Park Place. The project is proposed to be <br />developed on a 42.5 acre parcel located on the east side of Indian <br />River Boulevard just north of the existing Vista Gardens project. <br />The subject property is split zoned, with the western portion zoned <br />RM -10 and the eastern portion zoned RS -1 (see attachment #2). <br />The conceptual plan that was presented to the Planning and Zoning <br />Commission depicted the construction of 338 units in two phases. <br />Since the Planning and Zoning Commission meeting, the developer has <br />reduced the total number of proposed units from 338 to 304 and <br />redesigned the plan, keeping 144 units in phase I but removing two <br />buildings from phase II and reducing the number of units in that <br />phase from 194 to 160. The developer has applied for an affordable <br />housing density bonus, which is available through the PD (planned <br />development) approval process.
