The 9.65 acres of wetlands that are proposed to be filled are <br />not the wetlands that the county is considering purchasing for <br />conservation. The wetlands which the applicant is proposing <br />to fill are located west of the existing mosquito impoundment <br />dike and are non -estuarine wetlands that have been disturbed <br />by past agricultural development and have become a mono- <br />culture of Brazilian Pepper vegetation. While the applicant <br />has not yet applied for jurisdictional agency permits to fill <br />these wetlands, it is typical for wetland mitigation plans for <br />projects like River Park Place to place a conservation <br />easement over the estuarine wetland east of the dike at no <br />cost to the county. Thus, the county could preserve these <br />wetlands without acquisition cost. <br />15. Dedications & Improvements: Indian River Boulevard is <br />classified as an arterial road for which the Public Works <br />Director indicates 200' of right-of-way is required. <br />Presently, there is 150' of right-of-way that exists for <br />Indian River Boulevard along the site's frontage. For that <br />reason, an additional 25' of right-of-way will need to come <br />from this site to make-up its share of the 50' total <br />shortfall. The applicant has agreed to dedicate 25' of Indian <br />River Boulevard right-of-way along the site's western <br />boundary. The conceptual plan depicts the 25' right-of-way <br />dedication along with minimum PD setbacks provided from the <br />ultimate right-of-way line. Compensation for this dedication <br />is density credit for the right-of-way area. This is the same <br />arrangement made for the Kyle's Run development, located <br />northwest of the subject site. This density credit is <br />included in the previously described density figures and is <br />allowed pursuant to LDR section 952.08(1)(e). <br />Note: As required under section 952.08(1)(e), all site <br />coverage requirements and open space requirements, as <br />previously described in this report, are based on the net <br />parcel—size (gross parcel area minus the right-of-way <br />dedication area). Setbacks are also applied to the net parcel <br />area boundary. The number of allowable units, however, is <br />based on the gross parcel size,- since the applicant is <br />dedicating the right-of-way for density credit. <br />16. Emergency Management Issues: Based on the project being <br />located within a floodplain, being within a Category 1 <br />hurricane storm surge and evacuation area, having increased <br />density, and designed for elderly clients (62 years and <br />older), the Division of Emergency Management has expressed <br />concerns relating to transporting and sheltering project <br />residents with special needs during major storms. The <br />developer has met with the Division of Emergency Management <br />staff to address these concerns. <br />The concerns of the Division of Emergency Management relate to <br />evacuation of the entire complex in the event of a Category 1 <br />hurricane or greater, the identification, transportation, and <br />shelter requirements of special needs persons, and emergency <br />access to special needs citizens. To address the concerns <br />related to wholesale evacuation, the applicant will prepare an <br />emergency management plan for the project and obtain approval <br />of this plan from the Division of Emergency Management. Such <br />a plan will need to be approved by emergency management prior <br />to site plan release. To address the identification, <br />transportation and shelter concerns, the developer will be <br />required to register all special needs persons within the <br />project with the Department -of Emergency Services.
