i a � <br />The applicant has submitted a traffic impact analysis (TIA) <br />with the development application. The TIA has been reviewed <br />and approved by the Traffic Engineering Division. The <br />approved TIA indicates that a south bound left turn lane on <br />Indian River Boulevard needs to be constructed, if the <br />driveway aligns with 8th Street. While this is the only <br />required improvement based on the TIA, the Planning and Zoning <br />Commission has recommended that a north bound right turn lane <br />be constructed on Indian River Boulevard at the project <br />entrance for safety related reasons. Staff has included the <br />right turn lane in its recommendation. If the driveway is <br />relocated to the center of the property, traffic engineering <br />has indicated a right turn lane will be required. All off- <br />site traffic improvements will need to be completed prior to <br />the issuance of a C.O. for phase I. <br />Since the project's only major roadway point of connection <br />would be Indian River Boulevard, an emergency access point <br />from the project to Indian River Boulevard would have little <br />practical benefit. Therefore, planning, public works, and <br />emergency services staff have not required an emergency access <br />point for this project. <br />12. Stormwater Management: The public works department has <br />reviewed and approved the conceptual stormwater management <br />plan. Prior to issuance of a land development permit or land <br />development permit waiver, the applicant must obtain a Type <br />"B" stormwater management permit. Prior to obtaining a land <br />development permit or land development permit waiver, the <br />applicant must also obtain a cut and fill waiver for filling <br />within the floodplain. That filling is proposed as part of <br />project construction. It should be noted that the Type "B" <br />permit will require that all structures within the floodplain <br />be set at least I' above the FEMA minimum building finish <br />floor elevation for the site. <br />13. Concurrency: Long -Range Planning staff has indicated that a <br />conditional concurrency certificate will be issued for the <br />project prior to the Planning and Zoning Commission's <br />consideration of this item. Thus, all concurrency <br />requirements related to conceptual PD plan approval have been <br />satisfied. <br />14. Environmental Issues: <br />•Uplands: Since the site is over 5 acres, the native upland <br />set-aside provisions could potentially apply to this project. <br />However, the environmental planning staff has inspected the <br />site and verified that the site is covered with Brazilian <br />Peppers and that no native upland plant community exists. <br />Therefore, no set-aside requirement applies to this project. <br />•Wetlands: The project site contains extensive wetlands area, <br />some of which will be impacted and filled as a result of the <br />proposed design. The applicant is proposing to fill .33 acres <br />of wetlands in Phase I and 9.32 acres in Phase II for a total <br />area of 9.65 acres of wetlands. All wetlands that are <br />proposed to be filled are zoned RM -10 and are wetlands that <br />have been disturbed by past agricultural practices resulting <br />in a lower quality of wetlands. Although the LDRs allow the <br />proposed wetland filling, the developer will need to obtain <br />the proper jurisdictional agency permits and a county wetland <br />resource permit prior to issuance of land clearing and tree <br />removal permits for the project. <br />25 <br />JANUARY 28, 1997 <br />R®OK ��� F��UF'�''-/�J <br />
