F, <br />♦ Referenced a quote by Commissioner Adams in a newspaper <br />article published last year about the difficulty Vista <br />residents are having getting out into traffic and that we <br />need to light a fire before someone is killed. <br />♦ Referenced a computer print-out of last year's traffic <br />counts. <br />♦ Stated that in the past 2 years, 30 accidents have occurred <br />in that vicinity which includes U.S. #1. <br />♦ Showed a slidefilm on accident history. <br />♦ Referenced staff's recommendation of 9.55 units per acre <br />made at last year's meeting. <br />♦ Stated that River Park Place is not compatible with Vista <br />Gardens. <br />♦ Emphasized that if you overcrowd the land, you will <br />overcrowd the road. <br />Mr. Batt concluded by requesting that the proposed development <br />be limited to 272 units, which can be accomplished very easily by <br />eliminating two buildings. He showed a picture of Ryles Run which <br />is built out at 12 units per acre (upa) and commented that this is <br />what happens when you award density credits and transfer rights. <br />He urged the Board to not let that be our legacy to our children <br />and our grandchildren. <br />Ted Averson, resident of Building #30 in Vista Gardens, stated <br />that his building is 25 feet from the boundary line of the proposed <br />housing development. He spoke of the incompatibility of River Park <br />Place to Vista Gardens and wished to see a 6 -ft. buffer between the <br />two developments that would be a natural berm with plantings above <br />the berm. Mr. Averson also wished to see a task force named to <br />study plantings on residential property developments along frontage <br />on Indian River Boulevard from 4th Street to 53rd Avenue. He <br />referred to Kyles Run as a blue monstrosity. <br />Bill Bischke, resident of Building 38 in Vista Gardens, was <br />very much in favor of low income housing. However, he was <br />concerned about this project being defined as affordable housing <br />for the elderly because he understood that only one person in the <br />household has to be 62 years or older. He pointed out that after <br />a lease is signed, a daughter or son or anyone could move in and <br />bring their children which would result in overcrowding. He wanted <br />to see a continuous 6 -ft. buffer along Indian River Boulevard, and <br />suggested that the developer remove Building 9 from the first phase <br />34 <br />JANUARY 289 1997 <br />M M M <br />I <br />
