emphasized that they are making every effort to make this an <br />attractive addition to the community. <br />Commissioner Macht asked about the possibility of the <br />buildings having a mansard type roof instead of a peaked roof, and <br />Mr. Elliot responded that he would have a problem accepting that <br />design with regard to his budget. <br />Ed Schlitt, owner/developer, gave a brief history of this <br />property and some of the surrounding property, confirming that he <br />did donate the property for access on to Indian River Boulevard <br />from Vista Gardens. <br />An unidentified gentleman spoke from his seat in the audience <br />asking about the density bonus and transfer, and Director Keating <br />explained that the developer has applied for an affordable housing <br />density bonus, which is available through the PD (planned <br />development) approval process. By using the affordable housing <br />density bonus, the applicant is proposing a 10% density bonus <br />increase above the projects' normally allowed maximum density. <br />Sam Alia asked where the sewer connection is going to be, and <br />Director Keating believed the developer will go to the South County <br />plant. Chairman Eggert interjected that the sewer hookup is a site <br />plan matter and cannot be discussed now. <br />Mr. Alia just wanted to note that Vista is having a problem <br />with their sewer plant. <br />There being no others who wished to be heard, Chairman Eggert <br />closed the Public Hearing. <br />County Attorney Vitunac advised that the Board is acting as <br />quasi judges in this matter. The applicant has to meet all the <br />requirements under our PD rules, and staff believes they have. The <br />Board has heard some evidence against the special exception, but a <br />denial of the special exception must be supported by some evidence <br />presented for the record. <br />Commissioner Tippin didn't like the project, but he wasn't too <br />thrilled with Vista Gardens either. As a practical person, however, <br />he respected other people and where they wish to live.
