ingress/egress out of Vista Royale on to U.S. #1 because that is a <br />problem that needs attention. <br />MOTION WAS MADE by Commissioner Tippin, SECONDED by <br />Commissioner Adams, that the Board approve the <br />special exception with the conditions added by the <br />Planning & Zoning Commission and listed in staff's <br />recommendation. <br />Under discussion, Commissioner Adams wanted the Motion to <br />include that the conservation easement be granted ahead of time. <br />She also expressed concern about approving these affordable housing <br />developments if we are going to see the property assessments <br />challenged. She wished to see affordable housing for our young <br />people, too. Commissioner Adams suggested that after this Motion <br />is out of the way, the Board set some policy decision on what is <br />coming down the road with regard to affordable housing <br />developments. <br />COMMISSIONER TIPPIN SAID HE WOULD BE GLAD TO ADD THE <br />REQUIREMENT OF A CONSERVATION EASEMENT TO HIS MOTION AND ALSO <br />A 6 -FT. OPAQUE BUFFER ON THE SOUTH BOUNDARY OF THE PROJECT. <br />Commissioner Ginn stated she could not support the Motion for <br />several reasons: traffic, safety, compatibility, etc. <br />Chairman Eggert supported the Motion but would like to see a <br />greater buffer along the western side (Indian River Boulevard). <br />Commissioner Macht supported the Motion because if it fails to <br />pass, the developer has a right to come back in with a regular site <br />plan which might include improvements with greater impact. <br />COMMISSIONER TIPPIN RESTATED HIS MOTION FOR APPROVAL WITH THE <br />ADDED CONDITIONS: 1) Require a Conservation Easement; 2) <br />Remove the choice of wooden fencing; 3) Require a 6 -ft. <br />opaque buffer along the western boundary of the project as <br />well as on the southern boundary. <br />THE CHAIRMAN CALLED FOR THE QUESTION.
