SEAWALLS AT SUNDMIPLACE <br />The Board reviewed the following letter dated 1/23/97: <br />Attention: The Secretary <br />Board of County Commissioners <br />1840 25th Street <br />Vero Beach, FL 32960 <br />Dear Alice, <br />January 23, 1997 <br />With reference to our conversation today, we hereby request being added to the <br />next Board meeting to address the following: <br />On behalf of the following Summerplace property owners: <br />Brenda and Dirk Parvus <br />9440 Doubloon Drive <br />Anne E. Strand <br />9450 Doubloon Drive <br />Peter J. Trimarche <br />9460 Doubloon Drive <br />Patricia King <br />9470 Doubloon Drive <br />Richard T. Simpson, Jr. <br />9480 Doubloon Drive <br />R. Seth McCoy <br />9490 Doubloon Drive <br />We hereby request a modification to the sea wall permit that was issued by the <br />board in July, 1996, to the 13 property owners north of the pervious sea wall permit <br />issued to 8 property owners at Summerplace. One of the stipulations that the commission <br />imposed on this permit was that the wall must be continuous. Unfortunately some <br />Property owners declined the sea wall and most of their houses are now up for sale. <br />The above 6 property owners are directly to the north of the current sea wall and <br />the modification requested, is to permit the continuation of the sea wall to include the <br />above 6 properties. The resultant sea wall will be a continuous wall covering 14 instead of <br />the current 8 houses in Summeiplace. <br />In compliance with the board's request, we have applied to the Department of <br />Environmental Protection (D.E.P.) for a CCCL permit and the application is still in <br />process. The need for urgent modification to the existing sea wall permit is because time <br />is of the essence as: <br />1. According to Cangionelli Construction; the current sea wall will be <br />completed in approximately 1 week. <br />2. If there is no permit to continue with the sea wall, the wall will need <br />to be cut back 35 feet at an additional cost of at least $10,000 and significant <br />destruction of the trees and gardens of the Partys and Worloch residences. <br />3. The construction equipment will be moved and an additional cost of <br />$25,000 will be incurred by the property owners when the equipment is brought <br />back and set up after a permit is obtained. Therefore, a total of $35,000 in <br />additional costs will be born by the Summerplace property owners if the wall is not <br />continued now. <br />4. In less than 6 weeks the turtle season will be upon us and this gives the <br />construction company barely enough time to complete the project. <br />5. The above property owners will endure another storm season and erosion <br />without the protection of a sea wall in fact the erosion may be increased due to the <br />presence of the existing wall. If the sea wall is extended at a later date,.Mr. <br />Cangionelli cannot guarantee compatible steel material which he has available now <br />(using the deposits we have already paid to him) and the aesthetic continuity of <br />the wall cannot be guaranteed. <br />For the above reasons we pray common sense will prevail in modifying the permit <br />and avoid a severe injustice being done to us. <br />Yours truly, <br />Brenda and Dirk Parvus <br />JANUARY 28, 1997 <br />1 <br />BOOK IUJ PAGE "R <br />42 <br />
