ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Ginn, the Board unanimously approved <br />Amendment #1 to Work Order #1 with Clark, Roumelis & <br />Assoc. as set out in staff's recommendation. <br />AMENDMENT #1 IS ON FILE IN THE OFFICE OF THE CLERK TO THE BOARD <br />DIRECT BANK PAYNORNIS FOR UTILITY CUSTOMERS <br />The Board reviewed the following memo dated 1/21/97: <br />DATE: January 21, 1997 <br />TO: JAMES E. CHANDLER <br />COUNTY ADMINISTRATOR <br />FROM: TERRANCE G. PINTO <br />DIRECTOR OF UTIL SERVICES <br />PREPARED ART REISF <br />AND STAFFED ACCOUNTING CLERICAL SUPERVISOR <br />BY: DEPARTMENT OF UTILITY SERVICES <br />SUBJECT: DIRECT BANK PAYMENTS FOR UTILITY CUSTOMERS <br />In response to requests from customers regarding direct bank <br />payments, it is this department's intent to make this service <br />available to Indian River County utility customers. It is our <br />belief that many of our customers will take advantage of this <br />service as soon as it is available. We believe that this service <br />is convenient for our seasonal residents, making it easier to pay <br />their utility bills without the inconvenience of delayed mail or <br />changing mailing addresses. <br />ANALYSIS <br />Attached is a survey letter that will be mailed to each of our <br />customers to request their input and suggestions regarding the <br />UtilityPay service. There are many advantages to using the <br />"UtilityPay" service, including a reduction in the number of <br />payments that will be delivered to our dropboxes, less accounts <br />incurring a late fee due to mail delays, a reduction in <br />administrative costs to process address changes and delinquent <br />accounts, etc. The UtilityPay service will be a benefit to all <br />of our customers <br />We are before the Board of County. Commissioners to request <br />authorization to proceed with the mailing of the survey letter <br />and to develop a program necessary to provide this service. The <br />program and development time will be purchased from Innovative <br />Network at a cost of $9,100.00 (140 Hrs of labor at $65.00 per <br />hour). Please see the attached invoice for further details. <br />RECOMMENDATION <br />The staff of the Department of <br />Utility <br />Services requests that <br />the <br />Board of County Commissioners <br />review <br />the attached letter <br />for <br />comments and suggestions and <br />approve for the department <br />to <br />proceed with the development <br />of the <br />program to provide this <br />service. <br />46 <br />JANUARY 28, 1997 <br />BOOK IOU <br />441.1 <br />a � � <br />
