The majority of the lots in the water expansion planned phases are <br />substandard, or "undersized," according to Indian River County's <br />Comprehensive Plan and the County Public Health Unit, Division of <br />Environmental Health, which require that new lots utilizing well <br />and septic systems be a minimum of one-half acre. Lots not meeting <br />these minimum standards are called "undersized lots." <br />The objective of the phased water expansion plan is to meet the <br />Comprehensive Plan requirements to make available safe, healthy, <br />potable drinking water to those areas with undersized lots and <br />Potential health problems in a planned, effective, and efficient <br />manner. <br />On October 23, 1990 the Indian River County Board of County <br />Commissioners gave conceptual approval of the installation of water <br />facilities as part of the water main extension growth plan. The <br />Department of Utility Services continues meeting the Comprehensive <br />Plan requirements. <br />SUMMARY OF WATER PETITIONING PROCEDURES <br />1. Determine the location of the nearest water main. <br />2. Verify existence of public streets and/or utility easements <br />3• If an easement is needed, explain this at the time a petition <br />form is provided. <br />4. Explain the petitioning - Special Assessment Ordinance <br />5. Provide Petitioner a Cony of.. <br />a) Petition Process <br />b) Petition Form and Addendum <br />C) Advantages of County Water <br />d) Plat Map <br />e) Summary information sheet - explain impact fees. ERU's <br />meter fee and financing information <br />f) Schedule of rates <br />6• Explain the benefit of obtaining a copy of the tax roll and <br />assist in obtaining same <br />7. When A Petition Is Received <br />a) Verify names of signers against tax roll <br />b) Confirm 66.7% (2/3 rd's) or more of the benefiting <br />properties are supportive <br />C) Start a file and assign a project number T <br />d) Prepare an agenda item to the Board of County <br />Commissioners, requesting approval of the petition and <br />authorization to begin engineering design <br />8. After BCC - Authorizes Desian Encrineerincr <br />a) Request project be assigned to an engineer <br />WATER EXPANSION ASSESSMENT PROJECTS -MAY BE EXPEDITED BY PETITION <br />The Department of Utility Services for Indian River County has a <br />water system Master Plan, which wil-1 be providing water to the <br />area's of greatest need, as required by specific provisions in <br />the County's Comprehensive Plan. <br />39 EOOK 10J PAGEc"� <br />FEBRUARY 3, 1997 <br />
