PUBLIC WORKS DEPARTMENT OVERVIEW <br />Public Works Director Jim Davis opened his presentation by <br />advising that the department was established in 1981 when the <br />county was in a transition between a rural county moving to 50,000 <br />population. At that time, the Board hired Kelton and Associates, <br />a management consultant, to recommend an organizational structure <br />for the County. A Public Works Department was recommended. <br />Director Davis continued that, currently, the department has <br />an operating budget of about $10.3 million with 180 employees and <br />reviewed the following: <br />PUBLIC WORKS <br />STATEMENT OF FUNCTION <br />The Public Works department is the management center <br />for planning and implementing engineering design, <br />construction, and maintenance programs within the <br />Engineering, Traffic Engineering, Parks Maintenance, <br />Fleet Management and Roads and Bridges divisions to <br />provide a complete infiwbuct ue for transportation, <br />parks, and storm water systems within Indian River <br />County. <br />GOALS AND OBJECTIVES <br />-al: Provide effective planning and implementation of <br />services through efficient use of facilities and personnel, <br />ensuring public safety and preserving the County's <br />quality of life by providing a safe, convenient and <br />efficient transportation system available to all and at a <br />minimum detriment to the environment and protecting, <br />maintaining and enhancing coastal resources for <br />enjoyment of social, economic and natural benefits. <br />1992/93 1993/94 <br />Objectives: <br />► Continue implementation and monitoring of a beach <br />restoration and submerged breakwater program. <br />► Perform review of new development in accordance <br />with County Land Development Regulations. <br />STAFFING <br />Administrator <br />1994/95 1995/96 1996197 <br />1 1 Works I 1 1 <br />Director <br />Capital <br />1 1 Projects 1 I 1 <br />Manager <br />0 1 Coastal <br />Engineer I1 1 1 <br />1 1 Engineering Tech.
