E. Change Order No. 1 - Barry Strock Consulting Services - Pre -Fit <br />Analysis for Shared Computer Aided Dispatch System <br />The Board reviewed a Memorandum of February 11, 1997: <br />TO: Honorable Board of County Commissioners <br />THROUGH: Jim Chandler, County Administrator <br />FROM: Doug Wright, Director <br />Emergency Services <br />DATE: February 11, 1997 <br />SUBJECT: Change Order No. 1 - Systems Consulting Contract With Barry Strock Consulting <br />Services, Inc., For Computer Aided Dispatch System For Joint Use By Indian <br />River County, The Indian River County Sheriffs Department, and the City of <br />Vero Beach <br />On December 17, 1996, the Board approved the ranking of Logistic Systems, Inc., as the top- <br />ranked vendor for a Computer Aided Dispatch System and authorized the Chairman to execute <br />a contract with Barry Strock Consulting Services, Inc., for the purpose of negotiating a contract <br />for a CAD system pursuant to the Consultants Competitive Negotiations Act with Logistic <br />System on behalf of the County. <br />This action was taken since the City of Vero Beach had also engaged Barry Strock Consulting <br />Services to negotiate a contract for the City and staff was working with the City on a cooperative <br />basis with the objective of obtaining a single CAD system that could be used by both PSAP's <br />on a cost sharing basis in lieu of two very expensive single systems. <br />The County and the City of Vero Beach are sharing the costs of contract negotiations by Barry <br />Strock. Mr. Strock has informed City and County staff that to mitigate the risk factor and future. <br />financial exposure in purchasing a CAD system, a pre -fit analysis is recommended which will <br />pre -qualify most of the major issues and cost factors that will come up during system <br />procurement. The attached letter from Mr. Strock further defines his emphasis on .the pre -fit <br />analysis recommendation. <br />The anticipated additional cost for this procedure is $3,000 from each entity. County staff has <br />been informed that the City of Vero Beach plans to proceed with the pre -fit analysis and it <br />appears the additional funds expended on this process will be very prudent in the long term. <br />Although Mr. Strock feels that the additional funds may not be needed, staff is seeking <br />authorization to expend up to $3,000 in additional costs beyond the original approved sum of <br />$10,000 for the pre -fit analysis for a common CAD system, if necessary. <br />RECOMMENDATION: <br />Approval of Change Order No. 1 is recommended for staff to expend up to $3,000 in additional <br />funds to the earlier approved sum of $10,000, if necessary, for a pre -fit analysis for a common <br />CAD system to be utilized by the County and the City of Vero Beach 9-1-1 Public Safety <br />Answering Point. <br />In response to Commissioner Adams, inquiry, Emergency Services <br />Director Doug Wright explained the necessity for the pre -fit <br />analysis which is expected to save the County money. <br />11 <br />February 18, 1997 <br />BOOK ' PN'JE�� <br />J <br />
