Wetherell, Secretary <br />Department of Environmental Protection <br />Douglas Building Location <br />3900 Commonwealth Boulevard <br />Tallahassee, Florida 32399-3000 <br />Dear Ms. Wetherell: <br />The U.S. Army Corps of Engineering, through a contractor, Casper <br />Colosimo and Son, Inc., is removing explosives and other military <br />debris from the beach and near shore in the south part of Indian <br />River County. During the course of this removal, non-military <br />debris from the shipwreck "Genessee" which occurred in 1925 was <br />discovered. The debris consists of large portions of the hull, <br />cables and other portions of the vessel. <br />This debris is a serious hazard to beach and water activity in the <br />area. This matter was formally brought to the attention of the <br />Board of County Commissioners at its regular meeting of February 4, <br />1997. The Commission authorized the staff to contract with Casper <br />Colosimo and Son, Inc., to remove this off -shore debris after it <br />has completed its work for the Army Corps. This will avoid a very <br />large remobilization cost at a future time. In addition, the staff <br />has been authorized to contract with Henry Fischer and Son to <br />-remove on shore debris. It is estimated that the total cost for <br />both contracts will be approximately $80,000.00. <br />It is noted that Section 376.15, F.S., provides that your <br />Department has been given the responsibility for the removal of any <br />derelict vessel and the Department may establish a grant program <br />for removal of derelict vessels by local governments. The <br />"Genessee" qualifies as a derelict vessel and it is now being <br />removed bhy the County at County expense as it creates a very <br />hazardous situation. <br />In view of the foregoing,- the Board of County Commissioner: <br />Indian River County respectfully requests the Department's <br />financial assistance in the removal of this derelict vessel <br />the shores of Indian River County. <br />Sincerely, <br />Carol K.
