Mr. Fleming emphasized the amenities, high quality in design <br />and construction, and financing structure. He stressed that <br />lenders will make sure their investment remains a valuable <br />property. Generally the loan terms are 30 years. He advised that <br />the same philosophy of quality structures was present whether the <br />properties were single or multi -family and new construction or <br />rehabilitation. <br />Mr. Fleming also addressed economic development and business <br />development perspectives and stated that economic development <br />cannot be separated from housing. <br />Wight Greger, Technical Assistance Project Manager, Florida <br />Housing Coalition, assured the Board that they were not alone in <br />this process; most all of the counties in Florida have gone or will <br />go through this process. She remarked that they are asking all the <br />right questions and addressing the same types of issues that other <br />counties have and stressed that huge resources are available to <br />them. She explained that there is a new way to do business through <br />effective partnership and the Board is a member of the partnership <br />with an increased pool of stakeholders. <br />Ms. Greger cautioned the Board not to let the process scare <br />them, as there are many professionals and agencies available to <br />show them examples of developments. She offered to take them on a <br />field trip into other communities doing the same thing. <br />VI. DISCUSSION OF ISSUES <br />Chairman Eggert asked Mr. O'Dell if, in developing the <br />figures, consideration is given on the rate of deterioration of the <br />buildings. For example, buildings in Indian River County are <br />relatively young as compared to buildings in the older areas of the <br />country. Mr. O'Dell replied that factor had not yet been taken <br />into consideration, but that other factors, such as the condition <br />of the house, were taken into consideration. <br />Chairman Eggert thought that one of the biggest concerns of <br />the public is transfer of density and density bonuses and how it is <br />affecting affordable housing in general. <br />Deputy County Attorney Will Collins pointed out that these <br />policies are set out in our LDR's and included wetland protection <br />goals. The Board cannot rescind the regulations on a case-by-case <br />or project -by -project basis. They have to allow each applicant to <br />avail themselves of the provisions of the laws. The Board would <br />have to amend the Comprehensive Plan and make a decision not to <br />protect the wetlands or not to provide incentives for reducing the <br />cost of housing. <br />33 <br />February 27, 1997 <br />BOOK J FSG <br />
