She hoped that, in <br />lights of these discoveries, some changes will be made and <br />something positive will come out of it. <br />Commissioner Tippin felt terribly disappointed and agreed that <br />not enough investigation was done but reminded the Board that a lot <br />of good things were also discovered at the beginning of the <br />project. <br />THE CHAIRMAN CALLED THE QUESTION and the <br />motion passed by a 4-0 vote (Commissioner <br />Macht being absent). <br />CONDEMNATION, DEMOLITION AND REMOVAL OF UNSAFE <br />STRUCTURES - COLLIER - WILLIAMS - GRUT - BANDS AND <br />COPELAND - WORKMAN <br />The Board reviewed a Memorandum of February 12, 1997: <br />TO: <br />James E. Keating, DirectorAw <br />Community Development Department <br />FROM: <br />Ester L Rymer, Direr -to <br />Building Division LID <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at their regular meeting of March 4, 1997. <br />DESCRIPTION AND CONDITIONS: <br />The structures described in the attached detail have been condemned and ordered repaired or <br />removed. Said structures have been inspected by staff, and are considered unsafe and detrimental <br />to the health, safety, and welfare of the general public. <br />As per county code requirements, the owners of the properties were issued notices to repair or <br />remove the structures, and advised of their right to appeal the condemnation order before the Indian <br />River County Building Code Board of Adjustments and Appeals. In addition, condemnation cards <br />were posted on the properties. Because staff could not obtain certified mail service for the <br />condemnation notice on the property owned by Collier (#1 on attached list), and property owned by <br />Elijah Griff (#3 on attached list), and the property owned by Roosevelt Banks (#5 on attached list), <br />legal notice was served by posting a public notice on the specific property and at the Indian River <br />County Courthouse. <br />ANALYSIS: <br />The subject structures have been vacant for a considerable time. During that time, the buildings <br />have continued to deteriorate and have been frequented by vandals and transients. Not only have <br />the owners failed to maintain the structures in compliance with the Minimum Standard Codes, they <br />have failed to bring the structures into compliance as required by posted notice. Since the owners <br />have not filed an appeal to the condemnation order, the county may now proceed with demolition <br />of the structures. <br />MARCH 49 1997 20 <br />
