William Koolage, a resident since 1971, was very discouraged <br />to hear the Board is going to allow property owners to put money <br />into saving the beach. He felt that jetties such as the one at <br />Sebastian would stop the sand movement out to sea. He did not <br />believe that a seawall is an obstruction to the sand moving and <br />believed it is time to take another look at the situation. <br />Director Davis responded that attempts to capture sand in the <br />Vero Beach area are complicated by the hard bottom which exists. <br />After a recent study was completed, it was found that environmental <br />considerations were overwhelming and the costs were well over 10 <br />million dollars. <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Tippin, the Board by a 4-0 vote <br />(Commissioner Macht being absent) approved the <br />issuance of the F.S. Chapter 161.085(3) Emergency <br />Permits for the Millar and Somoza properties, <br />subject to the conditions set forth in staff's <br />memorandum, with the addition of language to <br />Condition 2 as follows: "The seawall be placed as <br />landward as possible, in accordance with the Mosby <br />drawing submitted as back-up this date." <br />FOLLOW-UP ON CONTRACT/AGREEMENT FOR REPAIRS TO <br />WABASSO BEACH PARK FOLLOWING CONSTRUCTION OF <br />SilMARRPLACE SEAWALL <br />The Board reviewed a Memorandum of February 26, 1997: <br />TO: James E. Davis dated 02/20/96 <br />DATE: February 26, 1997 <br />DESCRIPTION AND CONDITIONS <br />On January 28, 1997, the Board of County Commissioners approved the request for an <br />"emergency permit" along six (6) properties in Summerplace Subdivision. The property <br />owners have requested the use of Wabasso Beach Park as a staging and access area <br />during the construction of the seawall.
