I <br />BOOK F A G E <br />PUBLIC DISCUSSION ITEM - FRANK ZORC REGARDING <br />REFERENDUM (WASTE CONVERSION INDUSTRIAL PAM <br />The Board reviewed a Memorandum of March 5, 1997: <br />TO: Board of County Commissioners <br />DATE: March 5, 1997 <br />SUBJECT: Frank Zorc Request to Speak to BCC <br />FROM: James E. Chandler fC� <br />County Adminis for <br />This date I advised Mr. Zorc that his request to appear before the Board at the March 11 <br />meeting has been placed on the agenda <br />I advised him that such requests have been consistently scheduled under the Public <br />Discussion section of the agenda and that is where I have placed his request. <br />Chairman Eggert requested that the presentation be limited to <br />15 minutes and that INRIVCO be considered a dead item. <br />Mr. Frank Zorc advised he would take much less time and began <br />his presentation with a lawyer/toxic waste story. He stressed that <br />he felt very strongly that a referendum should be held to get the <br />peoples views concerning the concept of a waste conversion _ <br />industrial park at the Landfill. <br />Mr. Zorc advised that he also supports changing the County to <br />charter form of government, claiming that the primary reason the <br />beach erosion dilemma was moved from the City of Vero Beach to the <br />County was to avoid the City's charter requirement for a referendum <br />vote of the electorate. <br />Mr. Zorc advised that his purpose for appearing before them <br />was to ask the Board to initiate more study for (1) changing to <br />charter government and (2) a commitment to honor any valid voter - <br />initiated petition for a referendum. He requested they respond to <br />his remarks. <br />Chairman Eggert was very concerned about the tactics used to <br />stir up the community on the waste conversion process before anyone <br />had the final information. She understood that flyers were out <br />saying that garbage was going to be imported from New York and New <br />Jersey, which she said was absurd when you think solely of the <br />20 <br />March 11, 1997 <br />
