The <br />Board realizes there are improvements; they are already underway. <br />Commissioner Adams responded that the first bricks have to get <br />thrown at the Commissioners, excluding (new) Commissioner Ginn. <br />She accepted the responsibility. She was disappointed that she <br />never had a chance to see the contract when it was presented to the <br />Board and became public. This type of negotiation by staff is not <br />subject to the sunshine law. Contracts have to be negotiated, <br />terms changed, and somewhere there is a happy medium. Negotiations <br />were cut off appropriately by Administrator Chandler. She thought <br />that somewhere we were derelict in not checking references, but <br />believed that when the contract got to Commission level these <br />things would have come out. She appreciated Mr. McClure's interest <br />and involvement. <br />Commissioner Macht commented that Mr. McClure's assertion that <br />the Board was on the "brink of signing the contract" was <br />inaccurate. If that had occurred, it would have been only after <br />long discussions and long investigation. He reported that Mr. <br />McClure's assertion that we would end up with the garbage of New <br />York and New Jersey could happen right now under flow control. <br />Commissioner Macht then proceeded to give a short update on <br />flow control topics that he had learned at the recent NACo <br />Conference. He advised that the status of the flow control <br />legislation is very troublesome, and points to the need of doing <br />something with garbage and recyclables. The Board was making <br />progress on a good project, but unfortunately it was with someone <br />whose honesty was very much in question. It does not mean that the <br />Board would have contracted in a way to jeopardize the citizens. <br />Commissioner Ginn thought the contract negotiations had gotten <br />too far down the road. She asked for the documents because she <br />knew it would take a long time to digest them. When she first read <br />them, she reacted the same as Mr. McClure. She felt Mr. McClure <br />was not out of line in his statements. She believed the matter was <br />handled carelessly. She addressed various questions to the County <br />Administrator. She stated she had lost confidence in Director <br />Pinto and County Attorney Vitunac, and that, right now, the entire <br />matter was a big question mark to her. <br />Commissioner Tippin responded concerning his statement, by <br />advising that he has been around politics for a number of years, <br />and he thought that at a County Commission meeting, a public <br />24 <br />March 11, 1997 <br />
