He felt it <br />was disgusting. <br />Commissioner Tippin questioned Mr. McClure's judgement in <br />purchasing property near the county's dump, but emphasized he would <br />fight for Mr. McClure's right to do so. <br />Commissioner Ginn commented that the Board has to deal with <br />things in the sunshine, and that was exactly where she intended to <br />deal with them. <br />Administrator Chandler guaranteed that negotiations have been <br />a team effort by himself, the County Attorney, the Utility Services <br />Director, and the Budget Director. Administrator Chandler stated <br />that he has the ultimate responsibility by ordinance. He could go <br />through the documents point -by -point with Mr. McClure, but he did <br />not believe it would resolve anything. It was a proposed contract <br />and was not finalized. There was a great deal of discussion on tip <br />fees and financials and scenarios which had not been concluded. <br />County Attorney Vitunac stated that the committee of four had <br />negotiated what they thought was a good contract. They put their <br />hearts and souls into it. It was not presented to the Board or <br />anyone because it was not quite final. He resented an implication <br />that there was anything in it other than hard work and honest <br />labor. He pointed out that it was very easy to challenge the <br />integrity of people who work for the public because they cannot <br />respond. He assured everyone that they are honest and intelligent <br />and had prepared a contract that if the Board had seen it, they <br />would have been proud. He felt that the Board owed it to the four <br />to sit down with them to go over the 40 -page document. There was <br />an answer to everything Mr. McClure said and he was not on base. <br />He thought Mr. McClure was mad because he was denied access to <br />their negotiating session. If the Board wants the committee to <br />negotiate in public, they can do it. He predicted they would not <br />end up with a good contract, and knew from experience that it would <br />fail. A good contract has to be negotiated at the staff level. <br />County Attorney Vitunac called it unfortunate that the real <br />estate developer, chosen by the Board, after a selection process, <br />had something in his background, which, if the committee had known, <br />would have caused them to be suspicious. <br />County Attorney Vitunac advised that he has been with the <br />county 12 honest, hard-working years, and he had never been asked <br />to do a background search.
