GLEN BILLUPS - UTILITY BILLING <br />BACKGROUND and ANALYSIS <br />1. Account taken over from the City of Sebastian on October 1, <br />1995. <br />2. October 1, 1995 through August 22, 1996, account averaged <br />2,000 to 3,000 gallons/month. <br />3. During the period August 22, 1996, through September 24, <br />1996 (1 month), Mr. Billups used 7,000 gallons - an <br />approximate 200% increase in consumption. <br />4. September 24, 1996 through October 22, 1996 (1 month) 2,000 <br />gallons - return to normal consumption rate. <br />5. October 22, 1996 through November 22, 1996 (1 month) 67,000 <br />gallons - this abnormally high reading triggered an <br />automatic leak investigation which was conducted by Avatar <br />Meter Services on November 25, 1996. Avatar Services found <br />no leaks, however they found an outside hose which had been <br />left running - customer turned it off. <br />6. November 22, 1996, through December 23, 1996 (1 month) <br />consumption was 10,000 gallons. On December 3, 1996, <br />another leak investigation was conducted by Mr. Leon Young, <br />of our Department, resulting in a finding no evidence of any <br />leaks. <br />7. Mr. Billups requested that his meter be checked for <br />accuracy. <br />8. Meter was replaced on January 6, 1997 and checked for <br />accuracy. The usage for that two week period December 23, <br />1996 through January 6, 1997, was less than 1,000 gallons an <br />amount equal to or less than his normal consumption of 2,000 <br />to 3,000 gallons per month. <br />Fl? <br />March 11, 1997 <br />_I <br />
