Water Main <br />Extension, per foot measured along front of property <br />served, where service is only available on one side <br />of facility, $31.54. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that <br />the Board of County Commissioners approve the adoption of the <br />attached resolution which sets forth the above-described changes <br />and amends portions of Resolutions 91-31 and 95-16, which adopted <br />rates, fees and charges for the Department of Utility Services <br />pursuant to the authority of Ordinance 91-9, etc. <br />Director Pinto advised that Mr. David Green (Economist with <br />CH2M Hill) was present to answer questions on the analysis. <br />Commissioner Ginn requested a better index and better cross <br />reference for the analysis. She asked why Indian River County has <br />one of the highest impact fees and sewer rates in the state. <br />David Green advised that the capital investment in the system <br />is the main determinant of the impact fee. <br />Commissioner Ginn thought the report was misleading and then <br />proceeded to ask several questions. Mr. Green responded to her <br />questions in detail and further explained various factors which led <br />to the increase in impact fees and decrease in the water rate. <br />Commissioner Ginn felt the inflation rate used (5%) was high <br />and Mr. Green pointed out that the analysis was projecting to the <br />year 2010 and that it was better to use a higher figure, rather <br />than lower, and then make an adjustment.
