600r, FAG[ M <br />owns its own Landfill, we can restrict it to garbage from only <br />inside the county. <br />Commissioner Macht warned that the Board has to be careful on <br />decisions regarding flow control. <br />Director Pinto added that if we allow garbage to come in from <br />outside, we must charge a uniform rate. <br />In response to Commissioner Adams, Director Pinto explained <br />that the only ones collecting garbage in the county presently are <br />the franchisees and they can collect only in our county. They risk <br />revocation of their franchise if they do not comply with the terms <br />of their contract. <br />Concerning mandates, Commissioner Macht advised that he was <br />somewhat encouraged by some comments he heard, particularly from <br />the House of Representatives side that they are willing now to <br />accept responsibility for existing mandates, not just the <br />prohibition of new ones. Both the Speaker of the House and the <br />Senate Majority Leader have established their top staffer as being <br />the contact for input from NACo and the associated counties, so, we <br />can communicate directly for a change. They would like a synopsis <br />of the most objectionable mandates that we suffer under now. <br />Commissioner Macht intends to work with some of the staff to see <br />what seems to be the most costly and onerous. <br />Commissioner Macht also advised that Office Depot has offered <br />discounts on all county purchases. He has distributed the <br />application forms to our Purchasing Department and also to the <br />constitutional officers and municipalities. <br />COWIENT ON FACo REPORT ON COUNTY FUNDING OF STATE <br />COURTS <br />Commissioner Macht pointed out that an article in the <br />Legislative Alert indicated that costly county -funding of state <br />courts is being brought to a head. He asked who approves payments <br />to local attorneys and expert witnesses who perform services for <br />the state courts. He asked the rationale for fees and who has <br />final approval. <br />County Attorney Vitunac advised that billings are processed by <br />his office and that, in contesting many of them, Assistant County <br />Attorney Terry O'Brien has been successful in reducing fees charged <br />over the years by hundreds of thousands of dollars. <br />50 <br />March 11, 1997 <br />
