HOTCHKISS, P.E. <br />AND STAFFED ENVIRONMENTAL ENGINEER <br />BY: DEPARTMENT OF UTILITY SERVICES <br />SUBJECT: SEBASTIAN WATER EXPANSION -PHASE 2 <br />REQUEST FOR AUTHORIZATION TO PROCEED WITH SURVEY <br />INDIAN RIVER COUNTY PROJECT NO. UW -96 -20 -DS <br />BACKGROUND <br />On September 29, 1995, Indian River County entered into an inter- <br />local agreement with the City of Sebastian to assume ownership of <br />the City's water distribution and wastewater collection system. As <br />part of the contract, the County agreed to expand the water <br />distribution system into the Sebastian Highlands Subdivision <br />through a three -phased construction project. The first phase was <br />designed, surveyed and inspected by the City's designated <br />engineering firm, Masteller and Moler, Inc., for a fee of <br />$261,215.00, and is presently under construction. The second phase <br />will be designed and inspected by the Department of Utility <br />Services engineering staff. <br />On December 18, 1996 the Board of County Commissioner's approved a <br />continuing services contract with Masteller, Moler and Reed, Inc., <br />Carter Associates, Inc. and Kimbley Horn for surveys exceeding <br />$10,000.00 (see attached agenda item and minutes) on a rotating <br />basis.* As designated by the Board of County Commissioners, <br />Masteller, Moler and Reed, Inc. is the first firm under this <br />contract. Staff is now ready to proceed with design and is <br />requesting authorization for Masteller, Moler and Reed, Inc. to <br />survey the project and provide a base map through the continuing <br />services contract. <br />ANALYSIS <br />The Phase 2 water expansion project will involve constructing <br />approximately 39.1 miles of various sized water main, services and <br />fire protection at an estimated cost of $5,381,274.80 (see attached <br />engineering cost estimate), compared to an estimated $2,969,630.00 <br />for 23 miles of facilities presently being constructed in Phase 1. <br />Phase 2 consists of 1,700 existing homes compared to 700 existing <br />homes in Phase 1. Staff has negotiated with Masteller, Moler and <br />Reed, Inc. to survey the project for $144,900.00 (see attached <br />contract). <br />42 <br />March 25, 1997 <br />
