By comparison, Phase 1 was surveyed for $72,500.00. Staff believes that Masteller, Moler and Reed's proposal is reasonable considering that Phase 2 has 170% more pipe and 243% more existing features (i.e., driveways, wells, etc. that must be incorporated into the design) than Phase 1. RECOMMENDATION The staff of the Department of Utility Services recommends the Board of County Commissioners approve the attached contract for survey services in the amount of $144,900.00 and authorize the Chairman to execute same, as presented. In response to Commissioner Ginn's inquiry, Mike Hotchkiss, Utility Department Environmental Engineer, explained that the County had chosen three contractors in response to an RFP and the County rotates the projects among the three. CHALLENGE DROP IN POPULATION FIGURES Chairman Eggert referred to a recent newspaper article wherein it stated that Indian River County's population had increased by 200 rather than the predicted 2,000.
