McCoy, AICP -d" <br />Senior Planner, Current Development <br />DATE: March 26, 1997 <br />SUBJECT: Request for Final Plat Approval for the Lateral A <br />Agricultural Planned Development <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of April 1, 1997. <br />DESCRIPTION AND CONDITIONS: <br />On April 25, 1996, the Planning and Zoning Commission approved the <br />proposed preliminary plat for the Lateral A PD. The subject site <br />is located at the northwest corner of 66th Avenue and 45th Street, <br />which is outside of the Urban Service Area and has an agricultural <br />zoning and land use designation. The approved preliminary plat <br />provides for 4 agricultural tracts which also allow residential <br />use. The submitted final plat is consistent with the approved <br />conceptual and preliminary PRD plan. <br />ANALYSIS: <br />The owner's agent, Carter Associates, Inc., is requesting final <br />plat approval and has submitted the following: <br />1. A final plat in conformance with the approved preliminary PD <br />plat; <br />2. A completed Contract for Construction of Remaining Required <br />Improvements; <br />3. A completed cash escrow agreement to secure the contract for <br />construction. <br />4. A contract price for constructing the required improvements; <br />and <br />None of the required subdivision improvements have been <br />constructed. The applicant is proposing to "bond -out" for the <br />required subdivision improvements as provided for in the county's <br />land development regulations. Public Works has reviewed and <br />approved the submitted contract cost and corresponding security <br />amount. The Department of Utility Services has not reviewed the <br />cost estimate, since no utility work is proposed, and none is <br />required. _ The County Attorney's Office has reviewed and approved <br />the submitted Contract for Construction and the cash escrow <br />agreement which represents 115% of the estimated cost to construct <br />the required improvements. It should be noted that all <br />improvements within the Lateral A --PD will be private. <br />APRIL 19 1997 12 <br />
