DeBlois,�KICP <br />Chief, Environmental Planning <br />DATE: March 10, 1997 <br />RE: Approval to Initiate a Request for Qualifications (RFQ) <br />to Select a Qualified Archaeologist to Conduct Site - <br />Specific Surveys and Consultations <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its meeting <br />of April 1, 1997. <br />DESCRIPTION AND CONDITIONS <br />In 1992, a county -wide survey of archaeological sites was completed <br />by Dr. David Dickel of The Archaeological and Historical <br />Conservancy, Inc. That survey was funded by Indian River County <br />with a matching grant from the State Division of Historic <br />Resources. <br />Although the Dickel survey was fairly comprehensive, it did not, <br />nor was it intended to, thoroughly map and analyze every <br />archaeological site in the County. As private lands develop and <br />public lands are acquired in areas known to have a high probability <br />of archaeological middens, there is a need for site-specific <br />investigations by a qualified archaeologist. As such, this <br />memorandum is presented for the Board of County Commisioners to <br />consider whether a Request for Qualifications (RFQ) should be <br />issued by the County to select a professional archaeologist who can <br />be contracted on an as -need basis to evaluate suspected or known <br />archaeological sites. <br />HRAC Recommendation <br />The County Historic Resources Advisory Committee (HRAC), at its <br />meeting on March 13, 1997, considered staff's recommendation that <br />the County issue an RFQ to select a professionl archaeologist who <br />can be contracted on an as -need basis. At that meeting, the HRAC <br />voted unanimously to recommend that the Board authorize the RFQ. <br />ANALYSIS - <br />Three properties acquired (or proposed for acquisition) under the <br />County's environmental lands program - Prange Island, the "Cairns <br />Tract," and "Round Island South" - are known to contain <br />archaeological middens. However, the exact location and contents of <br />those middens have not been documented. As a condition of the <br />County's purchase of these properties and other properties with <br />state cost -share funds, the County is obligated to have middens on <br />acquired lands mapped and assessed by a qualified archaeologist. <br />APRIL 1, 1997 28 <br />
