DeBlois AICP <br />Chief, Environmental Planning <br />DATE: April 15, 1997 <br />SUBJECT: Request that the Board Authorize FloridAffinity, Inc. to <br />Subcontract with Bellomo-Herbert and Company, Inc. to <br />Develop a Manavement Plan for the Cairns Tract <br />It is requested that the information herein presented be given <br />formal consideration by the Board of County Commissioners at its <br />regular meeting of April 22, 1997. <br />DESCRIPTION AND CONDITIONS <br />On January 14, 1997, the Board of County Commissioners approved a <br />lease agreement with the State for the County to manage the <br />environmentally significant +104 acre Cairns Tract. This ocean-to- <br />riverfront property, located on south Jungle Trail, was purchased <br />in October, 1996 under a 50/50 cost -share agreement with the State <br />Conservation and Recreation Lands (CARL) program, whereby the State <br />obtained title to the property. <br />In accordance with the approved lease, the County agreed to develop <br />a management plan for the Cairns Tract within one year, subject to <br />approval by the Division of State Lands. <br />Attached is a proposal from Bellomo-Herbert and Company, Inc. to <br />develop the Cairns Tract management plan. As proposed, Bellomo- <br />Herbert would develop the plan as a subcontractor for Charles <br />Hardee and FloridAffinity, Inc., the County's environmental land <br />acquisition consultant. This matter is presented for the Board's <br />consideration to authorize FloridAffinity to subcontract with <br />Bellomo-Herbert to develop the Cairns Tract management plan. <br />ANALYSIS <br />In August, 1994, the Board approved a contract with FloridAffinity, <br />Inc. for professional services relating to the County's <br />environmental lands program. In that contract, Bellomo-Herbert is <br />listed as a subcontractor available for management planning <br />services on an as -need basis. <br />Exhibit B of the 1994 County/FloridAffinity contract (see attached) <br />outlines two alternatives under which the County may opt for <br />professional management services subcontracted through <br />45 <br />PAGE 9f. <br />April 22, 1997 <br />
