1 2 <br />FloridAffinity. The first option ("Level One Tasks") sets flat fees <br />for "conceptual" management plans, such as those needed to fulfill <br />the requirements of Florida Communities Trust (FCT) cost -share <br />grants. To date, the County has obtained 4 conceptual management <br />plans under this alternative for environmental properties acquired <br />with FCT cost -share funding. <br />The second option ("Level Two.Tasks") sets forth hourly rates for <br />professional management services, applicable when the County needs <br />more than a "conceptual" plan. The attached Bellomo-Herbert <br />proposal for the Cairns Tract management plan would be a Level Two <br />Task under the 1994 FloridAffinity contract. <br />The Bellomo-Herbert proposal goes beyond a conceptual management <br />plan and includes a "Final Master Land Use Plan" and a "Final <br />Management Plan." County staff thinks this additional planning and <br />design is appropriate for the Cairns Tract, since the Tract has <br />river and ocean frontage, and therefore is likely to attract <br />considerable public use. Also, a number of 'groups have already <br />expressed an interest in participating in the management plan <br />development process (e.g., the Sea Oaks residents' association), <br />and therefore the process will require more coordination than other <br />management plans. <br />Bellomo-Herbert proposes to complete the management plan in six <br />months or less. The management plan, once drafted, will be subject <br />to Board of County Commissioners and Division of State Lands <br />approval. <br />Alternatives <br />The County has a number of alternatives regarding development of <br />the Cairns Tract management plan. One alternative is to have <br />county staff develop the plan in-house. It is staff's position, <br />however, that this is not a viable alternative, due to staff's <br />other work responsibilities and lack of expertise in certain areas <br />of plan development relating to design. <br />Another alternative is for the County to issue a Request for <br />Proposals (RFP) to select a management planning consultant. Staff <br />thinks that this time consuming alternative is unwarranted, since <br />the County has the option to select Bellomo-Herbert for the job <br />under the existing contract with FloridAffinity. Moreover, <br />Bellomo-Herbert has drafted management plans for other <br />environmental lands acquired by the County, and has demonstrated an <br />ability to do a competent job in a time -efficient and cost- <br />effective manner. <br />Cost and Funding <br />Herbert-Bellomo is proposing to develop the Cairns Tract management <br />plan for a fee of $17,050, plus out-of-pocket reimbursable expenses <br />(express mail, automobile mileage at $0.25/mile, long distance <br />telephone calls, postage, printing, facsimile use and copying <br />charges). <br />The proposed management plan qualifies for County environmental <br />land acquisition bond funding, account number 125-146-539-033.19. <br />RECOMMENDATION <br />Staff recommends that the <br />FloridAffinity, Inc. to <br />Company, Inc. to develop a <br />outlined in the attached <br />reimbursable expenses, to <br />funds. <br />April 22, 1997 <br />Board of County Commissioners authorize <br />subcontract with Bellomo-Herbert and <br />management plan for the Cairns Tract as <br />proposal, for a fee of $17,050 plus <br />be paid with environmental land bond <br />
