Commissioner Adams had a question on Step 2, Conceptual Land Use Plan, (page 188 in back <br />up), numbers 4, 7, and 8. She was not comfortable with spending public funds for the private sector. <br />Step 2 - Conceptual Land Use Plan <br />Based upon the interpretation of the data provided as well as a previous site visit and <br />mce614gs with the OWNER'S CONSULTANT and representatives of Indian River County <br />(Owner), the LA.tiDSCAPE ARChITLCT shall prepare a Cone** Land Use Plan for the <br />Cairns Tract indicating public access and passive recreation facilities. Specifically, the <br />Master Plan shall address, but not be limitod to, the following issues: <br />1. Public Beach Access and Parking. <br />2. Pedestrian Crossing at S.R. Al A. <br />3. Public Access and Parking from Jungle Trail. <br />4. Water Taxi Connection to the Envirotuncntal Learning Center in wabasso. <br />5. Tre"Amcnt of Jungle Trail. <br />G. Elimination of Exotic Vegetative Species. <br />7. Pcdcstrian Connection to the Sea Oaks community located adjacent to the north <br />property line. <br />8. Possible Pedestrian Connection to the Disney Resort located north of the Cairns <br />Tract. <br />9. Disposition of wetlands. <br />10. Location of Trails, Boardwalks and Interpretive Signs. <br />11. Location of Observation Amsrfowcr. <br />12. Security <br />Environmental Planning Chief Roland M DeBlois explained that it was not the intent to spend <br />public funds to serve any particular business. Because the property is generally within walking distance <br />from Disney and other businesses in the area, we might be able to get them into the process and <br />perhaps have them contribute toward the expense of management as far as some of the improvements <br />are concerned. <br />Community Development Director Robert M Keating advised that we have an enhancement <br />grant to do the sidewalk on that part of A 1-A from the north limits of Indian River Shores up to CR <br />510, and he thought it was scheduled for construction next year. <br />Commissioner Adams then turned her attention to the consultants enumerated on page 189: <br />47 <br />April 22, 1997 <br />BOOK 101 FAGEZ-9i� <br />
