RECOMMENDATIONS: <br />Staff recommends the following: <br />1) The Board of County Commissioners approve the Resolution and Memorandum of <br />Agreement allowing the issuance of Industrial Revenue Bonds for Ocean Spray Cranberries, <br />Inc., not to exceed $10,000,000. <br />2) Authorize the Chairwoman or Vice Chairman to sign the Resolution and Memorandum <br />of Agreement. <br />3) Approve the advertising of the TEFRA hearing to be held on May 6, 1997. <br />MOTION WAS MADE by Commissioner Adams, SECONDED BY <br />Commissioner Tippin, to approve staffs recommendation as set forth in the <br />memorandum. <br />Commissioner Adams thought this was wonderful, but was very concerned about them having <br />to come to the Board for a franchise, which she deemed unfair. She felt that we should be helping <br />them to keep the waste out of the Landfill. <br />Chairman Eggert recalled that this had been pulled off the agenda once because it was thought <br />to be in conflict with our solid waste ordinances. <br />County Attorney Vitunac explained that the County's ordinance gives first claim on waste <br />products to the County, which would have been needed if the County had gone into a recycling <br />operation. He added that it takes a letter to get us out of our bond and ordinance restrictions. <br />Administrator Chandler explained that it should not be looked at as an obstacle but a very <br />simple sign -off situation. <br />Brian Bogart agreed (from the audience). <br />Attorney Vitunac advised that the TEFRA hearing would be held on May a as advertised. <br />Administrator Chandler advised that the resolution under consideration was the revised one <br />distributed to the Board the prior afternoon. There were some changes in the language to make it <br />clear. <br />THE CHAIRMAN CALLED THE QUESTION and the <br />motion carried unanimously.
