Commissioner Ginn asked how many towers are located within a 1 mile area, and <br />Mr. Sluggett responded that he could not give an exact number but reminded the Board <br />that the antennae are installed based solely on the public's demand. <br />Bill Griffith, of 645 20 Place SW, expressed his opposition to the towers. <br />Henry Osendorf, of 690 SW 2e Street, also expressed his opposition to the <br />towers. <br />Attomey Bruce Barkett, representing BellSouth Mobility, stated that these towers <br />are private property and how the owners determine fair market value is proprietary <br />information and BellSouth cannot know in advance how many towers will be required. <br />Sheri Brower, public information officer of the American Radio Relay League, <br />stated that, because of the noise generated by power poles, amateur radio operators would <br />not locate antennae on those towers. <br />Ms. Brower thanked the Board for their patience and asked that they not make any <br />changes to the sections of the ordinance dealing with amateur radio operators. She also <br />commended Planning Division Director Stan Boling, as well as Charlotte Allen and <br />Vanessa Carter of his staff, for their cooperation and assistance. <br />The Chairman asked if anyone else wished to be heard in this matter. There being <br />none, she closed the public hearing. <br />Commissioner Adams asked whether the matter could be tabled, and County <br />Attorney Vitunac advised that the Board could continue the public hearing to the next <br />Tuesday and that the moratorium had expired May 5, 1997. <br />Director Boling stated that no applications had been filed. <br />General discussion ensued regarding the Commissioners' various objections to <br />portions of the regulations and possible solutions. <br />Commissioner Tippin remarked that staff had done a very good job with this proposed <br />ordinance and felt that, once the Commissioners agree on the terms, Indian River County <br />will be far ahead of most other counties, who will use this County's regulations as a <br />template for their own. <br />Deputy County Attomey Will Collins suggested the addition to the exception of the <br />wording "located outside residential zoning districts" so that towers located in residential <br />areas would then be subject to all regulations. <br />MA97 54 <br />
