Davis, P.E., ._ <br />Public Works Director <br />SUBJECT: Award of Bid #7042 - West Wabasso Park Improvements <br />DATE: April 18, 1997 <br />DESCRIPTION AND CONDITIONS <br />Bids were received March 26, 1997 for improvements to West Wabasso Park, including <br />renovation and lighting of a 300' radius baseball field, lighting of three basketball courts, <br />construction of a press box/concession stand/restroom building, site lighting, and <br />construction of a group picnic shelter. The construction estimated for the project was <br />$250,000 at the time that the project was bid. The following bids were received <br />Chilberg-Mayfield Heamdon Construction <br />Base Bid $ 206,279 $ 261,095 <br />Alternative Item #1 $ 17,268 $ 17,480 <br />(Bleachers) <br />Alternate Item #2 $ 27,400 $ 24,951 <br />(Covered Picnic Shelter) <br />Alternate Item #3A $ 76,816 $ 55,576 <br />(Pressbox, Concession <br />Stand/Bathrooms) <br />Alternate Item #313 $ 2.145 1,872 <br />(Septic Tank) <br />TOTAL BID including <br />All Alternates $ 329,908 $ 360,974 <br />ALTERNATIVES AND ANALYSIS <br />In 1993, when the 1¢ Local Option Gas Tax second 5 -year funding cycle was developed, <br />it was anticipated that the County funding of $100,000 for the West Wabasso park project <br />would be matched by a Florida Recreational Development Assistance Program Grant in <br />the amount of $100,000. In 1995, staff applied for a FRDAP grant for both Gifford Park <br />and West Wabasso Park. The County received the grant for Gifford Park in the amount <br />of $92,500, but the state policy changed in 1995 such that a County or City could only <br />receive one grant for one project at a time. The West Wabasso park application was <br />returned to the County. <br />Since the $100,000 county funding (to be matched with $100,000 state funding) was <br />programmed in 1993, other factors have increased the cost of the project as follows: <br />• Little League lighting standards have increased to 50 footcandles in the infield and <br />30 footcandles in the outfield. <br />• Handicap Accessibility standards have been applied to the Pressbox. <br />• The Wabasso Community has requested a Group Picnic Shelter. <br />• The existing restrooms, septic tank, and drainfield are in need of replacement. <br />• Since the Wabasso CDBG program will provide potable water to the area, a water <br />fountain and water service is requested. <br />49 <br />MAY 13, 1997 ao�Y -� FAGEt�! <br />
